JOB TITLE: Human Service Worker – Youth Justice Worker
DEPARTMENT: Juneau County Human Services
DIRECT REPORT TO: Children, Youth and Family Services Supervisor and/or Manager
GRADE: 17, 9 without degree SALARY RANGE: See current wage scale
POSITION: Full Time, Non Union, Non-Exempt
PURPOSE OF POSITION
Human Services Workers serve families involved in the Children, Youth and Family Services team within Human Services. The goal of this position is to promote the safety and wellbeing of children and families so as to intervene to protect children, obtain permanency for children, keep the community safe, provide accountability and stability to youth committing crimes or at high risk, and prevent child abuse and neglect.

A. ESSENTIAL FUNCTIONS AND GENERAL STATEMENT OF DUTIES & RESPONSIBILITIES
- Knowledge of social work theory and practice.
- Knowledge of childhood development.
- Ability to assess client needs and develop a plan of service.
- Ability to develop positive relationships with clients.
- Ability to communicate effectively both orally and in writing.
- Ability to maintain records and files in accordance with state administrative codes and agency policies.
- Knowledge of Chapter 48 and Chapter 938 of Wisconsin Statutes.
- Ability to make independent judgments.
- Ability to develop positive relationships with agency staff, schools, law enforcement, and other community and county stakeholders.
- Provide general intake services for the Juvenile Court, screening children taken into custody and/or referred by law enforcement.
- Consult with parents and responsible adults concerning child’s situation.
- Make determination on release or custody of child.
- Assess youth needs and strengths as determined by the YASI (Youth Assessment and Screening Instrument)
- Make referrals to other agencies.
- Meet with school officials, police officers, district attorney, Social Workers, and other professionals regarding problems pertaining to juveniles.
- Make recommendations to the court and complete court reports and other required documents as required by statute and standards.
- Provide formal or informal supervision of juveniles.
- Prepare correspondences, reports, and other records.
- Complete court reports and permanency/case plans.
- Attend and testify at court hearings.
- Keep accurate case records and reports.
- Provide 24-hour crisis intervention (on-call) services as assigned
- Other duties as assigned.
B. QUALIFICATIONS/EDUCATION/EXPERIENCE
- Bachelor’s Degree from an accredited university, in Social Work, Psychology, Child Development or related field (or obtain such within three years of hire date). Confirmation of enrollment/attendance may be requested at any time prior to or during employment. Social work Certification/Licensure preferred.
- Must possess a valid driver’s license, current vehicle insurance, and have access to a reliable vehicle.
C. ENVIRONMENTAL WORKING CONDITIONS AND PHYSICAL
DEMANDS OF THE POSITION
- Works in office and community settings. Physical significant demands include stooping, bending, walking (sometimes quickly), and possibly holding/intervening to ensure child safety.
D. EQUIPMENT USED
- Qualified person should be familiar with dictating equipment, calculators, faxes, copiers, and computers.
Job Type: Full-time
Pay: $19.75 - $30.58 per hour
