The Texas Health and Human Services Commission (HHSC) Medicaid and CHIP Services (MCS) department seeks a highly qualified candidate to fill the role of Writing and Design Specialist. This position will play a critical role in supporting the Change Management team’s initiatives in a writing, editing, and design capacity. The Writing and Design Specialist will collaborate with the team to create engaging informational materials that help MCS meet business objectives and support the department’s culture. This individual will also maintain MCS and HHS brand standards, help enforce style guidelines across MCS, and support the work being done to improve our internal and external communication efforts.
The ideal candidate will be creative, proactive, and enthusiastic. This role requires someone who is confident in their graphic design skills and use of Adobe Creative Suite, technical writing skills, proofreading, editing, and written communication skills. Success lies in the ability to manage multiple projects and being comfortable operating in a variety of capacities ranging from strategic messaging to the basics of developing, designing, organizing, and editing content.
Under the guidance of the Change Management team, the Writing and Design Specialist will need to build a deep understanding of the MCS department’s business priorities and culture to ensure messaging aligns with desired outcomes.
Essential Job Functions:
Review print and web content, media, and audiovisual communications, and other related MCS communication artifacts - checking for editorial style and brand guide compliance as well as errors in spelling, punctuation, and grammar (20%)
Write and edit clear, concise copy, including, but not limited to, PowerPoint presentations, newsletters, articles, web content, email notifications, and executive talking points (15%)
Collaborate and advise MCS team members on the development of messages that resonate with multiple audiences—including content planning and reviewing content for appropriate messaging (10%)
Liaison with HHS Communications and MCS program areas to ensure alignment on various projects’ communication objectives and proper timelines allow for deliverables that meet quality standards (5%)
Support the refreshing and maintaining of content for major communication vehicles—including developing a process for managing the information for Medicaid/CHIP on the HHS public website (10%)
Create engaging visual concepts and graphics that improve the communication of information for the Change Management team and other key internal stakeholders (15%)
Assist with design direction on a variety of communications such as new pages on the website, email, presentations and trainings, and printed materials. This includes brainstorming and mocking up design ideas for layout of graphics and copy - i.e. size, type size and style, images, and color scheme (10%)
Assist with design and incorporation of artifact templates across MCS (10%)
Other support projects as assigned (5%)
Knowledge Skills Abilities:

Initial Selection Criteria:
Graduation from an accredited four-year college or university with major coursework in English, journalism, marketing, communications, digital communications, or a closely related field. Minimum of three years’ experience in a communication-related job.
