Duties

Leads the Workforce Services Directorate. The workforce consists of approximately 250 personnel engaged in a wide variety of agency support activities worldwide in the areas of civilian personnel, military personnel; manpower, payroll, and transportation; human resource development, organization and manpower program administration, payroll, travel, transportation, mail management, safety, security, real estate, and facilities. Establishes Agency-wide policy and oversight in all areas described in its mission and functions statement published in the Joint Manpower Program. The incumbent must keep abreast of overall agency activities, to include financial/comptroller daily functions, enabling the Director (a 3-Star General/Flag Officer) and Executive Deputy Director, DISA, to gain updated situational awareness of workforce, logistics, facility, quality of life (QOL), security, payroll, resource/finance issues or various highlighted activities when needed.

The Workforce Services Directorate is divided into eight divisions all of which are further subdivided: (1) Civilian Personnel; (2) Military Personnel and Joint Reserves; (3) Manpower, Payroll, and Transportation; (4) Workforce Development; (5) Security; (6) Facilities Management; (7) Quality of Life; and the (8) Engineering Management Division.

Ensures that civilian and military personnel programs are in consonance with prescribed directives and with the goals and policies of the Director, DISA. Monitors program execution to ensure that the functional purposes and objectives of the Agency's civilian personnel program are accomplished.

Supervises approximately 9 employees directly and approximately 250 employees indirectly through Division Chiefs (GS15/Military O6s).

MANDATORY TECHNICAL QUALIFICATIONS: All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. Technical Qualifications (Mandatory):
MTQ 1. Broad Program Management experience and portfolio needed to plan, develop, integrate, and direct a wide variety of management support and services programs responsive to the needs of a large Agency.

MTQ 2. In-depth knowledge of all phases of human capital, facilities, warehouse, and physical security management with a demonstrated ability to synthesize major components of a workforce services directorate into a unified team environment.

MTQ 3. Has in-depth knowledge of military policies, as well as, civilian executive management and related programs, and managing relationships with outsourced HR organizations who provide support to the agency.

DoD Joint Enterprise-wide Experience: Possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences.
