VP of Regulatory Affairs and Compliance
Job description
Reporting to the President and CEO of Porter & Chester Institute, the VP Regulatory Affairs & Compliance is responsible for maintaining compliance with all laws, regulations and standards associated with federal and state approval and institutional accreditation.
The successful candidate will:
- Remain current on applicable federal and state laws and regulations and accrediting agency standards; interpret and present regulatory changes, trends and proposed initiatives to appropriate staff.
- Oversee, monitor, interpret and make recommendations for revisions and/or development of institutional policies and procedures that ensure the institution remains in compliance with federal, state and institutional accrediting agency regulations, standards and requirements; implement approved new policies and procedures.
- Assist the Education Department in maintaining programmatic accreditation and compliance with state licensing board requirements.
- Monitor compliance with institutional policies and procedures and provide guidance and training as needed.
- Prepare and file (or oversee preparation of), all annual, periodic and ad hoc reports, notifications, disclosures, responses, and fee payments to federal, state and institutional accrediting agencies.
- Prepare and submit all internal and external regulatory reports, including but not limited to, IPEDS, Campus Crime, Drug and Alcohol Abuse Prevention, Student –Right-to-Know, FERPA, and ECAR updates and TIV Re-certifications.
- Assist with on-site campus visits.
- Maintain catalogs, enrollment agreements and internal departmental forms in compliance with all oversight agency requirements.
- Maintain key institutional documents and history
- Develop, maintain, revise and distribute the Policy and Procedure manual.
- Review and approve all advertising, disclosures and student facing publications and forms.
- Serve on the Appeals committee for all campuses.
- Review SAP for federal aid eligibility determinations, including running clock hour SAP reports.
- Assist the VP, Educational Funding with the Annual FSA Compliance audit and any ad hoc Program Reviews
- Assist the Education and Student Accounts departments with student complaints and the CEO with legal complaints.
- Assist the Admissions Department with the evaluation of questionable POGs and non-citizen statuses; maintain the Diploma Mill list.
- Hire, train, supervise, and evaluate Compliance department staff.
- Develop, manage and oversee the Compliance departmental budget
- Attend state, federal and accreditation agency training; ensure that all staff receive regular and relevant training.
- Perform, or oversee performance of, internal audit functions.
Position Requirements:
- Bachelor’s Degree OR equivalent experience commensurate with the essential functions and responsibilities of the position.
- Minimum 5 years of progressively responsible accreditation, compliance or financial aid experience; candidates with prior for-profit school experience or experience in a multi-campus environment are preferred.
- Minimum 3 years of direct supervisory experience.
- Knowledge of Anthology (formerly CampusVue) a plus.
Other Required Knowledge, Skills & Abilities:
- In-depth understanding of Title IV regulations and processes; state regulations and accrediting agency standards and procedures.
- Track record of impeccable adherence to deadlines.
- Proven ability to:
- interpret regulations and create policy
- Ability to produce, analyze and interpret academic and financial data/reports;
- Ability to work in a fast-paced, business-oriented environment;
- Ability to work both independently and collaboratively;
- Ability to delegate work assignments efficiently and provide the necessary guidance to successfully meet institutional goals and outcomes;
- Ability to treat sensitive information in a confidential manner.
