POSITION SUMMARY:
The Vice President of Operations for WestCare Florida Gulf Coast will provide managerial, operational, and programmatic leadership across all programs including residential substance abuse/mental health and outpatient treatment; transitional housing; and substance abuse prevention and intervention programs. Additionally, the VP will lead efforts to develop new services across the region.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Overall management and administrative responsibility for all treatment and behavioral health programs in the Florida Gulf Coast region; key programs including residential and outpatient substance abuse and mental health treatment services, transitional housing, and substance abuse prevention program and intervention program.
- Manage external relationships with local and federal government officials, foundations, other non-profits, and educational organizations, grant officers and other stakeholders.
- Participate with other community groups and represent WestCare as needed.
- Track revenue and expenses for the region. Advocate for funding support for existing and new programs. Work closely with the Deputy COO to manage budgets.
- Work closely with the WestCare Foundations national departments including the Finance and Accounting departments, HR, the Grants Division; the Office of the General Counsel and other departments as required by the job.
- Ensure all grants and contracts are properly administered and adhere to all programmatic and financial reporting requirements.
- Provide leadership for staff. Provide motivation, convey a sense of optimism, promote and role model strong ethical behavioral.
- Make hiring and termination decisions in conjunction with WestCare Foundations' national HR department.
- Ensure that all personnel related issues are managed and documented in accordance with the Florida Labor Laws.
- Lead new business development efforts to support and grow programs to meet local needs. Review funding opportunities and make strategic decisions regarding program growth and opportunities.
- Identify compliance concerns and take actions necessary to eliminate or minimize risks.
- Champion, within the organization, a commitment to honesty, integrity, and responsible corporate behavior. Lead with heart and compassion for the most vulnerable in the community.
- Work collaboratively with the Foundations research and evaluation department. Support regular agency and program evaluation, within the scope of focus, to measure: effectiveness, impact, value, and sustainability.

- Perform all other duties as assigned.
ESSENTIAL QUALIFICATIONS:

- Must be able to successfully obtain and maintain a criminal background clearance through DCF;
- Valid drivers license and ability to obtain and maintain WestCares vehicle insurance is required.
- CPR Certification, First Aid Certification, and an annual Tuberculosis test.
- During your tenure with WestCare there may be new requirements, including, but not limited to vaccinations that are issued by local, State, Federal, and/or Funders that WestCare may have to comply with. Should this occur Human Resources or appropriate personnel will inform you.
EDUCATION and/or EXPERIENCE:
- A minimum of seven (7) years of operations experience.
- Four (4) years within a leadership level in a large organization.
- A minimum of three (3) years experience in behavioral or mental health, public health, or health care, within a multi-facility or multi-state environment capacity.
- Previous experience in overseeing the activities of a large number of employees in multiple sites is highly desirable.
- Bachelor's Degree in related field required.
- Masters degree is preferred.
LICENSURE/CERTIFICATION:
- Not applicable for this position.
WORKING CONDITIONS:
- Extensive local and state-wide travel in the Gulf Coast area, some out of state travel to meeting locations across WestCare, including overnight stays.
- Work is performed primarily in a professional, office setting.
- Fast paced environment.
- A minimum of 40 hours per week are expected but significantly more hours will be required from time to time. Completion of job duties may require working before and after normal working hours. Regular attendance is required. Being able to work as many hours as is necessary to complete job tasks is a required and essential duty of this position.
