VICE PRESIDENT OF DEVELOPMENT OPERATIONS

EIS is looking for a seasoned executive who is seeking a challenging and rewarding environment - defining, building, and supporting a state of the art, technology infrastructure and platforms for a fast paced, growing Digital Insurance Platform Company. Definition, implementation, and maintenance of the EIS technology, applications, infrastructure and platforms are one of the EIS’s highest priorities and most strategic initiatives. The technology, applications, infrastructure and platforms play a fundamental role in establishing EIS’s competitive advantage and ability to provide differentiated service to various constituent groups including EIS customers, EIS Product & Engineering, EIS Sales and Services functions, and EIS Partners and Employees.


The Vice President of Development Operations will report to the EVP of Managed Services and will be a member of the senior management team within the Managed Services organization. This individual must demonstrate executive-level interpersonal, verbal, written and presentation skills while having the ability to innovate, formulate creative strategies, and bring them to life. An ideal candidate will bring an entrepreneurial spirit and passion to their work.


This person will collaborate and work directly with EIS customers and business leaders and staff from across the company to deploy business technology, applications, infrastructure and platforms to meet the needs of EIS. The business functions supported include: Marketing, Sales, Services, Product & Engineering, Partners, and other internal and external customers.


This person will directly lead and manage an organization with 50 to 100 development operations staff members.These staff members will have strong technical skills in Networking, Compute, Storage, Database, and desktopmanagement. These staff members are spread globally with most staff located internationally in Eastern Europe. This staff also has great knowledge and skill on deployment of EIS applications. This staff is also highly skilled in deploying the EIS applications on AWS or Azure platforms.


This person will be responsible for architecture, engineering, quality assurance, deployment of all communications, compute, storage and database services. This person will be responsible for maintaining operational excellence for all development operations services provided in EIS, including support for several thousand operational environments. The person will be responsible for development operations demand management and prioritization practices.


This person will have key responsibilities in the following areas:


  • Development Operations Strategy

This person will work closely with Product Engineering to define and maintaining an innovative and forward-looking EIS technology, application, infrastructure and platform strategy that supports the objectives of EIS. This includes aligning business strategy, Managed Services Strategy, and Development Operations Strategy. This person is responsible for maintaining and updating the Development Operations strategy. The strategy would include current state, future state, and roadmaps. This person will lead research efforts to ensure EIS is deploying the latest technology infrastructure solutions to maintain a competitive advantage. This person, working with Product Engineering will continuously analyze the market to ensure competitiveness of current and future infrastructure.


  • Development Operations Architecture

This person will work closely with Product Engineering and be responsible for the technology infrastructure architecture for EIS’ platform. This would include infrastructure to run and operate EIS’ Core Products. This would include all compute, storage, communications, and database architectures to sustain and support the requirements of EIS. This person will work with Product Engineering in leading architectural teams charged with defining technology architecture to enable and support the business. This person will oversee technology infrastructure engineering, quality assurance, and support. This leader will be responsible for implementing technology infrastructure policies and practices, setting objectives, delivering new capabilities, and then supporting those capabilities. This person must interact effectively and synergistically with the office of the CTO, Application Engineering, EIS Customers, Partners, Services, and other internal constituents. This person must lead a team to develop, deploy, and support comprehensive solutions to business problems. Development Operations Vision and Goals This person provides vision for all Development Operational components and management staff. They set Development Operations direction and strategic goals. They manage execution of tactical development operations plans.


  • Development Operations Applications

Infrastructure Delivery & Support This person will be responsible for leading the organization and for executing delivery and support of technology, applications, infrastructure and platforms with on time, on budget, and high level of quality. This person will be responsible for staffing the function, executing the design, development, testing, user acceptance, and deployment of technology, applications, infrastructure and application platforms. This will include procuring and / or developing technology infrastructure capability required to support the EIS business.


  • Finance
This person will be responsible for building out the financial models (budgets) to develop and support the technology infrastructure and capability for EIS. This leader must have a strong financial acumen and be able to assist in financial engineering Development Operations. The yearly sustaining budget is approximately 10 million dollars and managing about 50 to 100 headcount – employees and contractors. There will be approximately 30-to-40-million-dollar investment in this area for the EIS over the next 3 to 4 years. This person will be responsible for benchmarking development operations services and costs and ensure this function is competitive.
  • *
This leader will be responsible for designing the future state development operations organization and then building out that organization to support the technology, application, infrastructure and platforms as well as manage all EIS demand initiatives from EIS customers and internal organization(s). This person must have the skills to hire and develop Development Operations talent.
  • Business Practices This person will be responsible for putting in place the operating practices to ensure there is a smooth process and communications between the EIS Business functions and the development operations function.
  • This will include insuring the proper operating procedures are in place and that all parties required to support and enable the technology, applications, infrastructure and platforms have the background and experience required to build, maintain, and sustain the platforms. This would include development operations practices to insure smooth, effective, and efficient operations.
  • Operational Stability This person must put in place the practices to ensure operational stability of the technology, applications, infrastructure, and platforms. This includes communications, compute, storage, and desk-side services. This person’s organization has primary responsibility for supporting and ensuring availability of essential mission critical systems and systems infrastructure.
  • Supplier Management This person will be responsible for managing strategic vendor relationships (supply chain) for infrastructure technologies. This includes ensuring that supplier technologies and technology roadmaps are in sync with both EISs technology and company strategy and business requirements. This person must ensure that external vendors adhere to contractual requirements. Specifically, this person will lead the relationship with AWS and Azure.
  • Continuous Improvement This person must continuously improve development operations infrastructure and application platforms. There is an expectation that the leader will be providing innovation to continuously improve EIS development operations. This means providing better services at reduced costs over time.
  • Development Operations Standards and Audits This person must guide and lead technical staff to review and define standards for platforms, technologies, and networks. This person must manage execution and support management of EIS operational audits and compliance.
  • Business Strategy This person must be a business strategist and partner to the EIS executive team. This person will help the business to identify opportunities where technology can enable better customer services or improved business processes. This person must understand the business strategy, market, competition, customer experience and systems usability, demographic trends and shifts.
  • Business Continuity and Disaster Recovery This person, working closely with Production Operations and the Security and Compliance functions, will be responsible for the design, implementation, and maintenance of crisis management plans and procedures that will be deployed in production for EIS customers.
  • System and Data Security This person will be integral to supporting a secure system and data environment to protect customer, employee, partner, and EIS information. This capability must be built into the architecture of the development operations environments.
  • Extendibility This person will be integral to supporting and enabling the development of the overall managed services organization and EIS. This person must have skills and abilities to extend themselves to support and enable other components of the EIS Business.


EXPERIENCE AND REQUIREMENTS:

  • 10+ Years of experience in technology leadership, preferably with a business strategy component, large system deployment component, sustaining operations component, knowledge of development operations, and has built out a development operations organization.
  • Experience with methodologies and practices of development operations Infrastructure management, services management and technology management. Experience with large program deployment practices.
  • The person must have demonstrated an ability to think strategically, develop and own technology infrastructure, product, and technology roadmaps, prioritize investments, and effectively execute on investments.
  • The person must have demonstrated ability to define the strategy and roll out complex, mission critical solutions, particularly solutions targeted at broad audiences.
  • Experience within the insurance industry or other financial business is highly preferred.
  • The candidate must have a substantial knowledge of information technology infrastructure (hardware, software, network, storage) including AWS and Azure. Certifications in AWS and Azure is a plus.
  • This person should also have an understanding of technology trends and directions and the business implications of these changes.
  • Given the broad nature of the technology market and that a candidate may have less familiarity in a specific segment requires that they have a demonstrated ability to quickly come up to speed and grasp the key elements of technology.
  • Broad general management skills with time spent in non-technology roles would be extremely beneficial.
  • Demonstrated effective oral, written, public, and interpersonal communication skills. Demonstrated ability to frame complex issues and persuade a wide and diverse audience.
  • Demonstrated ability to create business case for investment and portfolio management.
