About the Role
The Vessel Operations Assistant is responsible for maintaining high level administrative support for the following departments - vessel operations, offshore labor relations, marine personnel, purchasing and Matson’s U.S. Maritime Administration Ready Reserve Force ship management program. This position is responsible for supporting one (1) senior vice president, one (1) vice president and three (3) directors and three (3) managers.
What you’ll do:
- Compile and file State of California Franchise Board Water Ballast monthly reports.
- Compile and maintain Army Corp of Engineers Mean Draft reports.
- Compile Time in Port Reports at year end for Matson Audit Department.
- Maintain procedure records and archives for USCG Certificates of Discharge and USCG Shipping Articles for approximately 15 fully operating vessels and three (3) reduced operating MARAD vessels; review USCG documents for completeness.
- Maintain training records for offshore (vessel) and shoreside (department) personnel in vessel operations, offshore labor relations, crewing & MARAD RRF program.
- Coordinate and interact directly with crewmembers and instructors.
- Coordinate vessel ETA and ETD with union halls for required night mates and night engineers.
- Handle all aspects of organizing the annual Senior Officer Training Seminar, including bid process for locations and all amenities (hotel, conference rooms & equipment, group meals, transportation, instructors).
- Organize other training events for shipboard and shoreside personnel as required.
- Assign and maintain weekend duty schedules.
- Work with RRF Port Engineers to coordinate weekly vessel status / readiness status report for MARAD and Matson’s program director.
- Assist with MARAD RRF program reporting, document management and deliverable requirements as required.
- Manage high volume of vessel operations vendor invoices (80+ per week), coordinating review & approval by responsible manager, reconcile as needed, researching proper coding with accountants and facilitate timely submission/payment by AP.
- Maintain electronic archives for incoming vessel management reports.
- Oversee budget and procurement for office supplies in vessel operations and offshore labor relations.
- Responsible for preparing department expense reports as required.
- Responsible for reviewing and editing high level documents and presentations for senior leadership, requires excellent attention to detail.

- Requires high level of professionalism, organization and customer service skills.
- Tactful, diplomatic communication skills with peers and supervisors, as well as government agencies, vessel crew and union representatives.
- Advanced Microsoft Word, Excel, Outlook, PowerPoint, PDF Architect software skills.
And these qualifications:
- Bachelor’s degree or equivalent work experience required.
- Experience ordering and maintaining general office equipment.
- Ability to multi-task/triage incoming projects from several sources with a myriad of deadlines.
- Must be able to perform all assignments with little to no supervision.

The hourly range for this position in California is $23.37 - $30.40. The hourly rate will depend upon qualifications and other operational considerations.
