POSITION SUMMARY:

The Utility Billing Manager plans, coordinates, and manages operations of the City’s utility billing and collection office; oversees and promotes the division’s customer service standards; implements process improvements and system upgrades.; and performs all other related activities associated with these offices.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Manages office operations including accepting payments, meter reading, and billing.
• Researches, recommends, and implement improvements in billing practices and customer service.
• Creates and implements an internal audit plan and cash handling procedures.
• Responds to internal and external requests for information
• Ensures all ordinances are up to date and followed that apply to the Utility Billing and the Water and Wastewater Fund.
• Prepares sewer averaging on an annual basis by establishing new sewer fees based on customer comparison.
• Ensures payment invoices for wastewater treatment and solid waste collection are correct and sent to accounting in a timely manner.
• Performs evaluations, disciplinary actions, promotions, training, and development of the billing clerks and meter technicians.
• Responsible for City Hall Petty Cash.
• Responsible for document security and retention.
• Performs purchasing of equipment, supplies, and postage.
• Makes recommendations that impact the budget.
• Manages the budget within assigned unit/division.
• Performs other duties as assigned.

EDUCATION AND EXPERIENCE REQUIREMENTS:

• Requires Bachelor’s Degree and five (5) years of related work experience.

CERTIFICATIONS AND LICENSES REQUIRED:

• A valid Texas driver’s license, or ability to obtain within six months of hire.
