This position will partner with IT to collect, manage and integrate data across all city departments to gain a more complete understanding of the problem and thereby generate more effective responses.This is a three-year, fixed term, part time position that will be based out of the Boulder Police Department.The starting pay for this position is $32.50 - $39.70 hourly, commensurate with experience. DUTIES AND RESPONSIBILITIES: 1. Coordinates efforts across City of Boulder departments, and external service providers to categorize and unify services available related to encampments and homelessness2. Recruit and manage a cohort of college student surveyors.3. Works directly with City of Boulder unhoused population conducting surveys.4. Works with the BPD Crime Analyst and City IT to create a data collection and tracking system to capture data relevant to grant activities.5. Works with the project's Research Partner and Strategic Advisor on data collection and project milestones. 6. Acts as the primary contact to Bureau of Justice Assistance (BJA) and the Training and Technical Assistance provider.Coordinates project meetings and ensure all project personnel are on the same page.Attends required BJA training and meetingsWorks with the BPD Grant Manager to submit all necessary reporting to BJAREQUIRED MINIMUM QUALIFICATIONS: Bachelor's degree and a minimum of two years' experience in program administration, project management or an equivalent combination of education and/or experience. Familiarity in data analysis, geographic information systems and related tools. REQUIRED SKILLS: Leadership: Ability to inspire a team and persuade others to align their efforts to drive for results. Recognize the importance of collaboration and able to build lasting relationships and connections with other city employees and community members. Socially perceptive, modeling consideration and tact while maintaining focus on tasks at hand. Able to recognize, support and cultivate talent within a workgroupCommunication: Excellent written and verbal communication skills. Ability to communicate ideas and proposals effectively so others will understand to include preparation of reports. Ability to handle a variety of issues with tact and diplomacy and in a confidential manner. Able to assess a situation and adjust their style to meet the needs of the specific situation or audience. Can objectively give and receive candid performance feedback Conflict resolution: Confident and professional in working with others, especially when dealing with people under difficult conditions, and in a constantly evolving and pressure filled environment. Comfortable with managing through conflict and differences of opinion. Problem solving: Analytical and problem-solving skills, with the ability to link short-term planning with (strategic) task oriented thinking to anticipate future consequences of current tactics. Project Management: Detailed project management organizer who can ensure responsibilities are prioritized, plans are created, actively managed, and communicated internally to department members and external law enforcement partners in accordance with priorities and estimated schedules. PREFERRED REQUIREMENTS Experience with homelessness efforts, including outreach and education, especially within local government. Experience managing grants. Supervisory experience. BACKGROUND INFORMATION Demonstrated personal and professional honesty, integrity, good judgment as shown in applicant's criminal history, background, and motor vehicle record, and use of drugs and alcohol. Polygraph or Computer Voice Stress Analyzer used for verification of applicant information. Prior to employment, successful applicants are required to submit to a drug test. Some positions will also require medical and/or psychological testing prior to employment.
