Hiring Range: $22.47 - $26.28Full Range: $22.47 - $30.10 To plan, organize, and supervise traffic signal operations within the Public Works Department, including the installation, repair, and maintenance of Town traffic signals, traffic signal systems, street light systems, communication systems, and school zone flashers; and to perform a variety of technical tasks relative to assigned area of responsibility.

EXAMPLE OF DUTIES
Supervises assigned staff over other divisions when required.Recommend and assist in the implementation of goals and objectives; establish schedules and methods for effectively providing traffic signal maintenance services; implement policies and procedures.Reads and interprets blueprints, schematics, and other diagrams to determine procedures, materials, tools, and equipment required.Tests circuitry, programs solid-state controllers and time clocks, and makes cabinet modifications.Replaces parts such as load switches, relays and flashers, and documents process.Responds to trouble calls on equipment malfunctions; identifies problem; repairs or replaces faulty equipment; documents trouble call and problem resolution.Plan, prioritize, assign, supervise, and review the work of staff involved in traffic signal activities and operations.Ensures properly barricaded and secured work areas.Participate in traffic signal activities by providing technical expertise and operating vehicles and equipment.Ensure the adherence to safe work practices by maintenance personnel.Identify maintenance and repair needs of traffic control devices, and recommend corrective action.Respond to emergency operations of the Streets Division; prepare for and confront emergency conditions as necessary to maintain efficient and effective Town services.Maintain an inventory of equipment, tools and supplies; transport tools and equipment to various job sites.Orders materials, authorizes purchases, and oversees expenditures for new and existing traffic signals and streetlights.Answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve the complaints.Participate in selection of staff as requested; provide staff training as necessary; evaluate employee performance as required; work with employees to correct deficiencies.Attend and participate in supervisory training as necessary or requested.Travels to monitor work sites, and to attend meetings, conferences and training.Must work on-call and overtime as required.Perform related duties as assigned.Additional Duties: Work and support special Town events as needed.Provides staff support due to unexpected weather conditions.

MINIMUM QUALIFICATIONS
Required Knowledge and Skills: Principles of supervision, training and performance evaluations.Principles and procedures of record keeping and report preparation.Budgeting procedures and techniques.The municipal street system.Materials, methods, practices, and equipment used in municipal traffic signal and street maintenance, repair, and construction.Operation, maintenance requirements, safety precautions, and occupational hazards involved in the use of tools and equipment used in street and traffic signal operations.Be proficient in the use of computers and other applicable hardware, software, and equipment.Establish and maintain cooperative, working relationships with those contacted in the course of work.Work independently in the absence of supervision.Preferred Education, Experience, and Certifications: Possession of a valid driver's license.Position requires Associates Degree from Technical/Trade school in a related field and seven (5) years' experience in the installation, maintenance, and repair of traffic control devices with 1 years in a supervisory role OR equivalent combination of education and experience.Experience with NEMA TS1/TS2 preferred.Must have IMSA Level III Certification in Traffic Signals or the ability to obtain within 12 months of date of hire (equivalent TEEX course certifications will be considered).Must possess IMSA Work Zone Safety or TEEX course certificate.IMSA Signal Inspector Certification or the ability to obtain within 12 months of date of hire.IMSA Roadway Lighting Level I or ability to obtain within 12 months of date of hire.Must pass a pre-employment drug screen, background check, motor vehicle record check and post offer physical agility exam.Must possess valid State of Texas Class A CDL Drivers License within six months of hire date.
