The Office of the Chief Financial Officer (OCFO) whose mission is to enhance the fiscal and financial stability, accountability and integrity of the Government of the District of Columbia is in search of a Title Clerk (Legal Instruments Examiner). This position is located in the Office of the Chief Financial Officer, Office of Tax and Revenue, Real Property Tax Administration, Recorder of Deeds (ROD). The incumbent’s primary focus is to examine all documents (legal instruments) received in the Recorder of Deeds via mail; in person or electronically as per the established examination procedures. In addition, duties include but are not limited to:
- Ensuring thatbdocuments, such as but not limited to, Deeds, Trusts, Releases, Assignments, Agreements, Easements, Court Actions and Foreclosures have appropriate information needed prior to being recorded and made public record
- Utilizing land records management systems and other RPTA databases to obtain information related to the examination of legal instruments
- Rejecting documents that do not provide adequate information and/or do not have the appropriate fees and taxes; listing reasons for rejection based on the initial examination; determining appropriate disposition and requests needed information
- Determining the amount of fees and taxes to be collected and ensures the accuracy of fees and taxes collected
- Providing daily reconciliation of the fees and tax amounts collected via checks and generates the appropriate paperwork related to the reconciliation
- Reviewing recorded documents to extract pertinent information to index into ROD's automated system
- Preparing error reports for documents missing pertinent information or providing inconsistent information
- Performs other related duties as assigned
MINIMUM QUALIFICATIONS: 1 year of specialized experience performing the related duties and responsibilities such as examining legal instruments (i.e. deeds, trusts, easements, agreements, court actions and foreclosures); utilizing and maintaining records management systems and other databases; determining the accurate amount of fees and taxes to be collected; providing daily reconciliation of fees and providing general information to taxpayers.
