Theater Security Cooperation (TSC) Strategic Assessments Analyst
Description:
The TSC Strategic Assessments Analyst provides assessment and analysis subject matter expertise to lead, manage and participate in periodic (monthly, quarterly, semi-annual, and annual) SC Assessments, perform analytical reviews of collected data, and prepare summary presentations / briefings of progress /status to senior leadership. The contractor shall coordinate the monthly assessment of the Country Security Cooperation Plans (CSCPs), Quarterly Readiness Reviews (QRRs), semi-annual regional SC (CASA, Gulf, Levant) Assessments, Semi-annual Coalition Military Campaign Plan (CMCP) Assessments, semi-annual Central and South Asia (CASA) Assessments semi-annual CENTCOM Campaign Plan (CCP) Assessments, support Global Campaign Plan – Iran (GCP-I) Assessments as required, and provide input to the Joint Staff Annual Joint Assessment (AJA). The contractor shall assist the Lead Planner in the development, coordination, and approval of 17-18 USCENTCOM CSCPs annually.
Functions:
  • Possess the knowledge, skills and abilities to assist in the collection, development and reporting of (monthly, quarterly, semi-annual and annual) SC assessments and other USCENTCOM and higher HQs assessments. This includes but not limited to: Quarter Readiness Review (QRR) Assessments, Joint Staff Annual Joint Assessment (AJA), Coalition Military Campaign Plan (CMCP) Assessments, Global Campaign Plan – Iran (GCP-I) Assessments, and Country Security Cooperation Plan (CSCP) Assessments.
  • Provide analysis and assessments for specific CCP End States and/or Campaign Objectives directly related to Security Cooperation. The contactor shall assist in the collection and analysis of assessment data, the coordination of assessment findings / summaries across the HQ staff, and the development of final assessment briefs to Division, Directorate or Command Group leadership. As the OPR, the contractor shall develop CCP Effects and Success Criteria assessments in collaboration with USCENTCOM staff elements and Component commands. As the OCR, the contractor will provide data and support to other USCENTCOM staff elements in developing their Effects and Success Criteria assessments.
  • The contractor shall manage the assessment process that includes identifying vulnerabilities, risks, and opportunities in which to develop feasible recommendations that inform the Commander’s decision cycler and advance the campaign plan. The contractor shall develop talking points to present QRR and SC assessments as required. The contractor shall support CSCP development by using assessment results to shape and inform CSCP development.
  • Assist USCENTCOM in the CSCP development process through the integration of the CSCP into the CCP cycle. Following each revision of the CCP (normally annually), the contractor shall assist in the adjustment to each CSCP (normally 17-18 CSCPs) to ensure the structure of the base document is properly aligned with the CCP and supports the Campaign Objectives. All countries within the CENTCOM AOR friendly to the United States require a CSCP.
  • Provide program and analyst subject matter expertise to assist the Lead TSC Planner in the development, assessment, and refinement of CENTCOM plans, Strategic Guidance, and other plans products to support higher headquarters’ requirements, or the Commander’s priorities. Participates in various working groups and Operational Planning Teams (OPTs) to include but not limited to: Planning and Resource Alignment Conference (PRAC), Middle East Air Defense (MEAD) Working Group, Integrated Air and Missile Defense (IAMD) Working Group, and CCP Line of Effort (LOE) Working Groups.
  • Assist in the development of briefings, scripts and documents to support the planning, organization and execution of various forums and conferences. The contractor shall provide direct support to plan, organize, and execute at a minimum three (3) major SC planning cycle events each year (i.e. SC Round Table, SC Working Group, and the Security Cooperation Education and Training Working Group (SCETWG). The contractor shall support the development of the conference agenda, preparation of materials, and coordination of attendees with SCOs, Desk Officers, Interagency Organizations, CENTCOM Components, and visiting delegations.
  • Provide direct support to plan, organize, and execute at a AOR POC Contact List. The contractor shall maintain a key points of contact (POC) list for each CENTCOM AOR country to aid HQ and staff personnel. The contractor will maintain an unrestricted and restricted version of the document and send monthly updates to the SC Division Chief and select HQ staff.
Security Clearance Requirement:
Requires a minimum TOP SECRET security clearance; with the ability to ultimately have a Top Secret SCI security clearance.
Additional Requirements:
Must be able to use Microsoft Office Suite (OUTLOOK, WORD, EXCEL, POWERPOINT, and EDGE/CHROME); and comfortable with briefing senior leadership.
