Technical Expertise is defined as the ability to perform the majority of the functions in the defined technology area without assistance and to complete assignments that meet management and customer expectations.
TOTAL COMPENSATION: $74,067- $103,657 annually. Total compensation is an estimate based upon base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long term disability, and leave). The actual total will vary depending upon each employee's enrollment choices.
- Designs and implements voice and video application and network connectivity solutions.
- Supports daily operational needs through the Information Systems Help Desk.
- Prepares telecommunications related statistical and administrative reports.
- Serves as the main point of contact for all phone system administration needs for Spokane County; and an escalation point for the IT building maintenance and repairs which include internal fire detection and suppression systems, building UPS and generator, alarm system.
- Assesses nature of call; determine resolution requirements, assign, monitor and review for completion status.
- Plans, directs and coordinates projects such as major software changes and major equipment moves and upgrades.
- Assesses cable plant requirements; plans, directs and coordinates all activity with county owned cable plant; develops plans for cable installation; maintains accurate cable plant inventory.
- Configures, monitors and maintains backbone voice and video networks to satisfy County communications objectives; responsibilities include traffic analysis, trunking requirements, standardized routing and coordinated dialing plan.
- Assists in the development and monitoring of telecommunication division budget.
- Defines and reviews telecommunications standards to support efficient operation and usage of the County’s telephone system.
- Develops bid specifications for telephone system requirements.
- Stays abreast of trends and technical developments in the field by self-study. Participate in job related seminars, courses or conferences.
- Acts as liaison with vendors.
- Develops and delivers employee training in proper operation and available features of telecommunications equipment and systems.
- Evaluates effectiveness of training and modify programs to enhance the training effort.
- May be required to perform all the duties of subordinate level classifications.
- Performs other related duties as required/assigned.
- Bachelor’s degree from an accredited college or university in computer science, or a related field.
- Three (3) years of relevant work experience in the telecommunications industry, including experience with Lucent Definity ECS G3R phone switches.
- Requires at least two (2) years’ experience with voice mail administration, automated attendant systems, video systems, communication terminology and basic cable plant terminology.
- Additional relevant training, certification or experience that would provide the required knowledge, skills and abilities will be considered.
- AVAYA - Phone System(s) Administration certification, required.
- Knowledge of telecommunication industry regulations, structure, policy and practices.
- Knowledge of voice mail administration (AUDIX), telecommunication systems (lucent Definity), automated attendant systems, call accounting systems, communication terminology and basic cable plant terminology
- Knowledge of tools, materials, and techniques to accomplish preventative maintenance, electronic equipment diagnosis, troubleshooting and fault isolation.
- Knowledge of installation techniques; Category 5, Category 3 wiring and connectors.
- Knowledge of cable and equipment inventory management.
- Knowledge of video teleconferencing.
- Knowledge of Lucent phone and video switches.
- Knowledge of contract administration.
- Skilled in communicating effectively both orally and in writing, sufficient to exchange or convey information and to give and receive work direction.
- Skilled in establishing and maintaining effective working relationships with coworkers and customers.
- Skilled in problem solving and debugging.
- Skilled in managing multiple priorities.
- Ability to analyze and resolve operational problems with the County’s voice and video networks.
- Ability to operate a Windows based PC, and standard office automation software packages such as Microsoft Office.
- Ability to test and verify proper operation of installed circuits/equipment.
- Ability to read, understand and apply technical manuals and procedures, equipment schematics as well as building and underground prints.
- Ability to determine cable/wire and requirements to accomplish services.
- Ability to splice cable, install circuits, cross connects, equipment, etc.
