Duties
The Support Services Specialist performs the following major duties:
- Provides advice and guidance on issues involving conflicting data and information. Interprets pertinent regulations and organizational policies, management principles, administrative rules in management of Mail Services.
Initiates communication with PC employees, supervisors, and managers to provide technical advice and guidance on problems or relationships of a procedural nature, such as common administrative practices and procedures to organizations pertaining to areas of responsibility and delegation of authority. Manages the Agency Mail Center and all aspects of mail operations.
Participates with the supervisor and primary staff in developing emerging technology and organizing policies and programs for mail management. Participates in the development of innovative initiatives, schedules, or methods to accommodate fluctuating program requirements. Identifies objectives based on an analysis of interrelated issues of effectiveness, efficiency, and productivity of applicable mission-oriented programs. Determines practical methodology to achieve objectives, and identifies precise steps to reach the most logical solution. - Analyzes reports, budgets, studies, operating procedures, manuals, in support of administration of mail administrative expenses. Participates in budget formulation and execution process. Reviews budget calls, and explains schedules and data requirements to organization managers in the area of Mail Services. Collects information on anticipated needs in preparation for the new budget cycle. Advises managers on the practical and technical aspects of the budget.
Assists in ensuring that adequate control measures are implemented to monitor mail accounts during the fiscal year and makes adjustment as required. Prepares necessary reports and ensures that automated reporting systems are up-to-date.
Conducts policy analyses and research of past and current administrative best practices and trends, and prepares briefing papers for review. Develops, assesses, and reviews proposals from federal, public, and non-profit development organizations for possible collaboration.
Monitors established budget and financial requirements for Agency's mail management program. - Identifies and resolves procurement administration problems of a moderately complex nature in the area of Mail Services, and warehouse management such as reviewing paperwork and ensure compliance with policies; following up to resolve issues that delay procurements. Submits and reviews purchase orders and obligations for completeness and appropriateness. Provides guidance to management on procurement procedures and coordinates with the Office of Contract Management as required. Determines the scope and nature of actions required to resolve customer service problems. Reviews applicable guidelines to consider options and process customer requests based on sound judgment, experience and best past practices. Troubleshoots areas of moderate complexity that may be resistant to traditional standard approaches.

Specialized Experience:
You must meet the specialized experience at the grade level(s) in which you choose to be considered by 11:59 p.m. Eastern Time (ET) on December 24, 2022. You will receive credit for all qualifying experience, including volunteer experience. To ensure full credit for your experience, please indicate dates of employment by month, day, and year and the number of hours worked per week in your resume.

FP-04
Qualifying experience for the FP-5 level includes one year of specialized experience at least equivalent to the FP-4 or GS-9 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: Experience providing oversight and management functions for mail and warehouse management programs; Experience applying policies and procedures to functional programs such as procurement, financial management, and mail support programs; Experience planning work assignments to include identifying, analyzing, and resolving issues or problems of the support programs.

Please note: Peace Corps employees are employed using the Foreign Personnel (FP) pay scale. The FP pay plan does not follow the same structure as the GS pay plan. In the FP pay plan, as the grade-level numbers decrease the level/pay for the position increases (e.g., the FP-09 is the lowest entry-level pay and the FP-01 is the highest senior-level pay).

Intelligence Background Information
Peace Corps Manual Section 611 is applicable to this position. This section prohibits the employment of certain persons previously engaged in intelligence activities or connected with intelligence agencies within the past 10 years.
