Duties
As a Supervisory Transportation Specialist, you will:
Direct rail program/project development and implementation strategies and policies, including guidance, rulemakings, technical assistance, oversight policies, and program.
Make policy and legislative recommendations to continually enhance program performance, including successful implementation of the Bipartisan Infrastructure Law.
Direct the assessment of rail services, financial performance, investments, in advancing high-performance rail policy, objectives and plans in the United States.
Direct a staff of transportation industry analysts, management and program analysts, planners, and/or engineers responsible for development, execution and oversight of program and project portfolios (includes all administered programs across the nation).
PLEASE NOTE: This announcement establishes an open continuous (3 month) vacancy announcement. The first referral of eligible applicants will be 2 weeks from the opening date. The ideal candidate possesses an in-depth understanding of project development, management, and delivery, including the roles of planning, environmental clearance, and grants management. The candidate should also have experience managing multiple personnel and high-level stakeholder relationships, budgeting, business process improvement, office management and strategic planning, and require little to no training in complex transportation policies and programs. The ideal candidate should possess a high amount of energy, passion for the job, flexibility for change management, and be dedicated to achieving the organization's goals.

CONDITIONS OF EMPLOYMENT:

- SUPERVISORY PROBATIONARY PERIOD: This announcement may be used to fill Supervisor or Manager positions. Management Level and grade will be determined by the appointing agency.
- REMOTE WORK: Positions may be eligible for Remote Work. Remote work is an arrangement in which an employee works at an approved alternative worksite (e.g., from home) that is at a location away from the agency worksite. Remote work location will be determined upon/after selection and may affect locality pay. The difference in salary is determined by the locality pay in each location. Qualifications
To meet the minimum qualifications for this position, you MUST meet the specialized experience qualifications for the grade at which you are requesting consideration.
To qualify for the GS-15, you must have at least one year of specialized experience equal or equivalent to the GS-14 grade level in the following:
- Experience leading and providing oversight for transportation or other networked industries operating programs, and projects.
- Experience with performance metrics for services or programs, including financial performance, service reliability, customer service, asset condition, and delivery of policy goals.
- Experience communicating with senior executives and stakeholders to include federal, state, and local officials to provide guidance, advocate, and represent an organization.
- Experience planning, assigning, and establishing work priorities and deadlines for a staff or contract team.

IIJA Program Coordination: Responsible for coordination of Infrastructure Investment & Jobs Act (Bipartisan Infrastructure Law) briefings, deliverables, and messaging across Office, within Department, and to Executive Office of the President Offices as appropriate.
- Deputy, Office of Amtrak & NE Corridor, Amtrak Strategy & Coordination: Responsible for consistency of communications and operations, implementation of SOPs and guidance, and collaboration across all divisions within office as well as across all RRD offices. Leading FRA’s efforts for Amtrak policy, strategic planning and oversight, including Amtrak Board management and support.
- Deputy, Office of Amtrak & NE Corridor, NEC Strategy & Coordination: Responsible for consistency of communications and operations, implementation of SOPs and guidance, and collaboration across all divisions within office as well as across all RRD offices. Leading Northeast Corridor strategic planning and oversight, including Board management and support (NEC Commission and Union Station Redevelopment Corporation), as well as development of NEC project inventory, and coordination across USDOT modes.
- Chief, Office of Amtrak & NE Corridor, NEC Infrastructure & Planning Oversight Division: Provides service development and delivery oversight, maintenance of NEC project inventory, provide NEC project management and oversight to major projects such as Washington Union Station, the Gateway Program, and other major NEC projects. Collaborates with other leadership to provide services to stakeholders interested in or executing FRA/DOT rail financial assistance programs, in a consistent manner across all offices.
- Chief, Office of Amtrak & NE Corridor, Amtrak Service Line Planning & Oversight Division: Oversees Amtrak service line planning and oversight, including: (i) NEC operations, (ii) state-supported services, including State-Amtrak Intercity Passenger Rail Committee, (iii) long distance services, and (iv) Amtrak commercial and real estate services. Collaborates with other leadership to provide services to stakeholders interested in or executing FRA/DOT rail financial assistance programs, in a consistent manner across all offices.
- Chief, Office of Amtrak & NE Corridor, Amtrak Asset Line Planning & Oversight Division: Oversees Amtrak asset line planning and oversight, including: (i) Amtrak owned infrastructure, (ii) rolling stock and facilities, (iii) stations, and (iv) national assets, including activities funded directly through Federal grants in support of all Amtrak’s service lines. Collaborates with other leadership to provide services to stakeholders interested in or executing FRA/DOT rail financial assistance programs, in a consistent manner across all offices.
- Chief, Office of Amtrak & NE Corridor, Amtrak Capital Program Oversight Division: Oversees Amtrak capital program oversight, including various Amtrak-led projects and annual capital renewal program oversight, which includes: (i) infrastructure programs, (ii) equipment procurement, overhauls and facilities, (iii) stations and ADA program, and (iv) national asset programs, such as IT/systems. Collaborates with other leadership to provide services to stakeholders interested in or executing FRA/DOT rail financial assistance programs, in a consistent manner across all offices.
- Chief, Office of Regional Outreach & Project Delivery, Northeast Division: Provides oversight for project managing the Northeast part of the national portfolio (except NEC spine) of rail projects for which FRA/DOT provides financial assistance, interfacing with other RRD offices providing technical and functional services in the project lifecycle. Collaborates with other leadership to provide services to stakeholders interested in or executing FRA/DOT rail financial assistance programs, in a consistent manner across all regional divisions.
- Chief, Office of Regional Outreach & Project Delivery, Southeast Division: Provides oversight for project managing the Southeast part of the national portfolio of rail projects for which FRA/DOT provides financial assistance, interfacing with other RRD offices providing technical and functional services in the project lifecycle. Collaborates with other leadership to provide services to stakeholders interested in or executing FRA/DOT rail financial assistance programs, in a consistent manner across all regional divisions.

PLEASE NOTE:
- RAILROAD STOCK: Pursuant to 5 C.F.R. Parts 2635.403 and 6001.104, all FRA employees (or spouses or minor children of FRA employees) are specifically prohibited from holding railroad stock (including shares of Berkshire Hathaway, Inc. which owns 100% of BNSF), whether held outright, in an IRA, or in a 401(k) or other plan. (Employees may hold a mutual fund which invests in railroad stocks, so long as the mutual fund does not invest more than 30% of its assets in such prohibited investments.) Employees having a prohibited financial interest must divest themselves of railroad stock within 90 days after their appointment to their positions. Neither the rule against holding railroad stock, nor the divestiture period, is in any way affected by the existence of re-employment rights which employees might have with railroad companies. Nor is there any monetary threshold for applicability of the rule against ownership of railroad stock; all dollar amounts are prohibited.
The agency has the option of extending a term appointment up to the 4-year limit.
