Duties

The Supervisory Disaster Services Specialist facilitates the Agency's disaster preparedness, response, recovery, and mitigation programming. The incumbent provides oversight, vision, and the management of the Agency's disaster services initiatives and activities. Serves as an on-site coordinator for the Agency's response to Federal, state and local emergency situations. Primary duties include:

  • Leads, manages, and provides oversight to assigned staff. Oversees daily operations for the purpose of planning, coordinating, and delivering the Agency's Disaster Services program objectives. Responsible for budget creation and resource allocation.
  • Conducts fact-finding research and reviews, data verification, quantitative and qualitative analysis of information in support of formulating strategic goals and mission objectives.
  • Develops short and long-range disaster services goals and objectives to include outreach plan(s) to further engage Federal, non-profit, local, state, non-government organizations, as well as faith and community-based groups in successful mission delivery as it relates to the Serve America Act.
  • Plans and supervises the work of the Disaster Services Unit staff in the accomplishment of the Agency's disaster mitigation, response and recovery activities.
  • Serves as the Agency's point of contact with FEMA to refine, coordinate and execute FEMA Mission Assignments. Oversees the Mission Assignment budget process. Facilitates communication between AmeriCorps and FEMA headquarters, regional, and field offices to communicate mission assignment initiatives and objectives.
  • Organizes the Agency's deployment of Disaster Response Teams and other Agency staff members or resources in response to officially designated disasters. Visits field sites to monitor and facilitate activities. Resolves issues or recommends potential issue resolution(s) to Agency leadership.
  • Endeavors to secure management support for flexibility and agility so Agency programs are ready to respond when disasters strike. Provides leadership in exploring new avenues and developing disaster services' special initiatives to further support the delivery of services and solve problems.
  • Works with FEMA and other external partners to promote disaster mitigation and identify needed disaster response and recovery activities. Collaborates with offices across the Agency to develop strategies to foster project and mission support.
  • Contributes to the development of training curricula for Agency staff, Corps Members, volunteers, grantees, and partners in collaboration with external organizations such as the American Red Cross, United Way, and FEMA. Delivers trainings as necessary.
  • Meets with Congressional representative and other officials to promote the Agency disaster services vision and build external partnerships. Represents the Agency on White House Interagency Disaster Policy Committee(s) related to disaster mitigation, response and recovery.
  • Participates in cross program collaborations and workgroups (internal and external) to ensure that the Agency and NCCC goals are fully integrated with national service disaster relief initiatives.

Qualifications

Applicants must have one year of specialized experience (paid, unpaid, or volunteer work) comparable in scope and responsibility to at least the lower-range of the NY-03 pay band, which would be at, or equivalent to, the GS-11 level in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience must include all of the following: 1) Working knowledge of emergency/disaster mitigation, response and recovery practices and procedures; and 2) Coordinating resources that provide support for deployments to disaster sites; and 3) Evaluating disaster related program effectiveness; and 4) experience as a team leader or equivalent experience leading the work of others.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.

You may also qualify based on a combination of education and experience, if applicable.

If you are qualifying based on education alone, you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education or LL.M., if related leading to such a degree. Such education must demonstrate the knowledge, skills, and abilities necessary to perform the work. You must submit an unofficial copy of your college transcript. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. educational standards and that you have the required knowledge, skills, and abilities for this position.
