Description


Supports a safety-first culture including compliance of all associated (company, federal, state and local) regulations and policies. Manages the operation of a(n) Crude Oil off loading facility and related activities, including loading, maintenance, metering and quality control. Collaborates with the direct manager to develop procedures and ideas for improving overall facility operations and maintenance programs. Provides leadership to contractors and operators to ensure terminal operations and maintenance activities are safe, reliable and efficient. Responsible for budgeting and control of terminal O&M expenses, capital expenditures and revenue tracking. Responds to emergencies and after hours call-outs as part of a Gulf Coast management team and other operations throughout the operating area.

  • Conducts safety meetings, field safety audits and ensures all assigned personnel follow all safety, maintenance, environmental and company procedures and guidelines.
  • Performs training, coaching, and development and performance appraisals of assigned employees.
  • Maintains day-to-day schedules for operations and contract PIC’s for effective coverage.
  • Coordinates equipment preventative maintenance, evaluation, and repair with operations.
  • Plans and schedules daily work assignments and assists in the coordination and implementation of major maintenance or capital projects.
  • Works with other Valero departments to ensure all health and safety regulations are enforced.
  • Keeps records for safety meetings, storm water runoff, hazardous and non hazardous waste.
  • Keeps accurate facility records related to safety, environmental compliance and throughput.
  • Ensures the proper data has been communicated to the appropriate departments.
  • Prepares daily, weekly or monthly reports as directed.
  • Works with other Valero locations to assure all loads and inventory are accounted.
  • Manages operations and monitors scheduling of ships along with working with the central control center to manage P/L schedules.
  • Manages all maintenance work performed at terminal and performs certain maintenance tasks as required.
  • Manages all activities, functions and environmental laws and regulations necessary to achieve optimum profitable operation of the facility on a daily basis per Company policies and objectives.
  • Trains in the safe handling of hazardous materials which includes, DOT,EPA,TCEQ, TRRC, OSHA and USCG regulations to be implemented before and during all transfers in addition to training required to operate a waterfront facility.
  • Communicates with VMSC, Marine Assurance, refinery oil movements department and vessel owners to coordinate transfers on daily basis.
  • Ability to work under minimal direction.
  • Ability to have a strong focus on safety, accuracy, and attention to detail.

  • Working knowledge of product characteristics and specifications.

  • Organizational, time management, and administrative skills.
  • Demonstrate the ability to communicate with all levels of management.
  • Liason with government agencies during emergency activities.

This position is salaried exempt status, which means you are not eligible for overtime pay.

Qualifications
  • High School diploma or GED required.
  • 8 years of pipeline and/or terminal operations experience required

Position level and salary will be commensurate with qualifications and experience.
