As the Success By 6 (SX6) Shared Services Human Resources and Staffing Project Manager, you will help design and implement the suite of human resource and staffing supports for the Greater Austin Shared Services Alliance for Early Learning. You will bring experience in the child care sector building and managing a successful to team, and leverage research, relationship management, and project management skills to this innovative program intended to centralize staffing and human resource supports for high quality child care programs in our community. This role will begin with conducting a needs assessment followed by planning and implementation of human resource services for member programs including but not limited to onboarding, recruiting, compliance, compensation, and employee relations. The scope of work will include
  • Assessing the existing practices of member centers for recruiting, hiring, onboarding and managing staff;
  • Researching and identifying existing resources, services and tools in the sector and community-at-large to support child care programs with HR / staffing needs;
  • Developing a recommended scope of services that leverage available resources to maximize time and cost savings while improving participating center recruitment and retention of staff. These may include but are not limited to: contracts for outsourced professional services, subscriptions and/or software, direct services and coaching and case management.
  • Working with the Shared Services team and community partners to implement and evaluate services
You will get to work on these projects and more:
  • Assessment of the existing practices of member centers (and potential centers) for recruiting, hiring, onboarding and managing staff
  • Research and identify community tools, resources and partnerships to support strong HR practices among alliance members
  • Develop recommendations for planning and implementation of human resource services to be offered by the Shared Services Alliance including but not limited to onboarding, recruiting, compliance, compensation, and employee relations.
  • Explore opportunities for creation of a substitute pool for staff and/or administrators
  • Work collaboratively with the Shared Services team to
    • Deliver coaching and technical assistance to child care program administrators participating in the Shared Services Alliance
    • Collect quantitative and qualitative data and information from Shared Services Alliance child care program administrators to inform prioritization and sequencing of Shared Services program services and activities that best meet the interest and needs of the Shared Services Alliance participant
  • Support SX6 Shared Services Program Manager in analyzing program and community data to recommend program services and activities that best meet the interest and needs of the Shared Services Alliance participants.
  • Support SX6 Shared Services Program Manager in determining cost/benefit of administrative services, prioritization and sequencing of services, and maximizing utilization of existing community and state resources for the benefit of participants in the Shared Services Alliance.
  • Support planning for long-term sustainability of the Shared Services Alliance
  • Contribute to marketing and communications of Shared Services Alliance as part of the Success By 6 Coalition and strategic plan

What you’ll bring:
Required:
  • BA/BS (preferred) or AA degree in early childhood education, business administration, human resources or a related field
  • At least 5 years’ experience in child care center administration
  • Experience and expertise in recruiting, hiring, retaining and developing child care program teachers and staff; creating a positive work environment focused on professional growth and development.
  • Knowledge of principles and best practices for recruitment and retention
  • Knowledge of federal, state and local employment laws and regulations
  • Experience with program planning implementation and project management
  • Commitment to coaching and change management for adult learners.
  • Experience with learning new software tools
  • Comfortable with remote/virtual technology (Zoom)
  • Demonstrates sensitivity to linguistic, cultural, social, economic, individual and role differences in program design and implementation
  • Ability to work independently and on a team
  • Highly detail-oriented, organized, and resourceful
Preferred:
  • Bilingual in English and Spanish
  • Child care policy knowledge such as knowledge of the licensing rules, Texas Rising Star, and child care subsidy system
  • Clear understanding of the business model of child care and tools for small business management
  • Ability to provide program services in a manner that reflects best practice in adult learning.
  • Ability to analyze data and track data to measure impact
  • Bilingual in English and Spanish

Success By 6 Shared Services Staffing & Human Resources Program Manager - Key Job Accountabilities
Key accountabilities are likely to shift over time. Some areas will require more concentrated time in the initial stages as the person in this role develops the systems/processes.
Project Design and Planning (30%)


  • Collect quantitative and qualitative data and information from Shared Services Alliance child care administrators to identify existing strengths, needs and opportunities related to HR and staffing services for the Shared Services Alliance including but not limited to onboarding, recruiting, compliance, compensation, and employee relations.
  • Researching and identifying existing resources, services and tools in the sector and community-at-large to support child care programs with HR / staffing needs
  • Evaluate cost/benefit of potential human resource and staffing services to improving participating center recruitment and retention of staff
  • Generate recommendations for prioritization and sequencing of services to be offered (immediate, short-term, and long-term), and maximizing utilization of existing community and state resources for the benefit of participants in the Shared Services Alliance
  • Explore opportunities for innovative programming including substitute pools, apprenticeship models, and others to advance goals of recruiting and retaining a high quality workforce.
  • Support SX6 Shared Services Program Manager in coordinating with other United Way ATX departments, including Resource Development and Marketing & Communications to explore potential connections and collaboration opportunities for maximum impact.
  • Support planning for the long-term sustainability of the Shared Services Alliance


Implement and manage all human resources and staffing services (50%)


  • Provide expertise and technical assistance to Shared Services Business Coach(es) and child care administrators using existing tools and resources available via brightwheel, TWC Child Care Business Coaching, TX Child Care Tools.
  • After initial assessment and planning process, coordinate and implement menu of human resource and staffing services available. This may include but is not limited to:
    • Individual coaching and/or case management with child care administrators,
    • Creating workshops or professional development offerings for member centers
    • Management of contracts for services
    • Management of online tools, licenses, platform
  • Manage potential additional staff and/or external relationships as needed
    • Example: Centralize


Impact Measurement (10%)


  • With support from the United Way ATX Data and Evaluation Team, ensure program outcomes are designed, evaluated, including data collection and analysis, monitoring and reporting of performance outcomes.


Research and Planning (5%)


  • Participate in the Shared Services Strategic Planning Workgroup and other community groups/convenings to reports on recruitment and implementation, goals, accomplishments and setbacks
  • Familiarize yourself with shared service models from other regions to bring ideas and help bring best practices for consideration to local Shared Services.
  • Apply research to planning for continued quality improvement of Shared Services Alliance to adjust to local needs and policy changes


Other responsibilities (5%)


  • Support Mission Advancement Team’s collective efforts to fight poverty in Austin/Travis County.
  • Participate in appropriate organizational meetings and events.
