Scientific Research Corporation is looking to add a Subcontracts Manager to our team in Atlanta. We are considering candidates at levels I, II, and III for this opportunity. At a level I, you can expect training and development in the DoD subcontracts space which will allow for tremendous growth opportunities. At a Level II, we are seeking candidates with some government or DoD contracts/subcontracts experience but will also provide training and development for growth opportunities. At a Level III, you should be well versed in government or DoD contracts/subcontracts. This is a hybrid position where you can work from home on a part time basis.

PRIMARY DUTIES & RESPONSIBILITIES:

  • Conducts proposal preparation, subcontract negotiation and administration of major subcontracts
  • Analyzes estimates of service, material, equipment and production costs
  • Monitors company and subcontractor performance to ensure that all terms and conditions are met and that the subcontract is n accordance legal requirements, customer specifications and government regulations
  • Prepares and disseminates information throughout the company regarding subcontract status, compliance, modifications, deviation, negotiation and termination
  • Initiates documentation to authorize and direct work in accordance with contractual specifications. Prepares special reports and analyses as required
  • Provides work leadership for lower level employees
    • Excludes those with full supervisory responsibilities
Requirements:

MINIMUM SKILLS & REQUIREMENTS:

  • Bachelors Degree in Business Administration, a related field or equivalent experience with additional training in contract law.Requires a minimum of five years (SM Ill) government contract administration experience

DESIRED SKILLS & REQUIREMENTS:

  • Working knowledge of U. S. Government Federal Acquisition Regulation and Defense Federal Acquisition Regulation. Professional contracting certification such as CPM, CPCM, etc.,
  • Experience with the following: ID/IQ, BOA, BPA, and master service agreements
  • Familiarity with FFP, T&M, CPFF pricing arrangements
  • Familiar with labor hour contracting, electronic components and systems, R&D/engineering services, and software
  • Familiar with competitive and sole source justification requirements
  • Knowledge of Small Business contracting. Working knowledge of automated purchasing, accounting, or ERP systems
  • Experience leading a team through a Government-conducted Contractor Purchasing System Review
  • Advanced computer skills with MS Office applications and spreadsheets, and databaases
  • Analytical reasoning and problem solving skills.
  • Positive customer service attitude, teamwork skills, and experience. Excellent, oral and written communication skills
  • Administrative skills
