General Definition of Work

Performs complex skilled technical and administrative work directing the County's budget process, performing analytical studies and projects related to County operations, works closely with departments to resolve problems and analyze operational processes, developing and managing the County's performance measure and shared savings programs, and related work as apparent or assigned. Work involves setting policies and goals under the direction of the Assistant County Manager. Outside of the budget process, provides analytical support to assigned departments.

Examples of Duties

Directs the County's annual budget process; sets deadlines for all departments, creates reporting tools, analyzes budget requests and develops financial projections; presents recommendations to the Assistant County Manager and County Manager; prepares draft and final budget documents.

Assist departments in linking budget requests with performance metrics and long range plans.

Conduct ongoing monitoring and forecasting of expenses and revenues for assigned departments.

Manages the County's Shared Savings program; calculates department financial savings; presents reports to the Board of Commissioners for approval; processes requests from departments to access this money throughout the year.

Works on special projects as assigned by the Assistant County Manager and/or County Manager; analyzes County processes and procedures, investigates new/existing programs, and prepares reports and makes presentations of study findings.

Compile, review and analyze data for both budgetary and non-budgetary purposes.

Provide analytical support to assigned departments.

Identify administrative and procedural needs and develop sustainable and repeatable improvements.

Work at a high level of independence with considerable knowledge and experience with the entirety of the budget process.

Provide consultation, analysis and customer support for assigned departments.


Knowledge, Skills, and Abilities

Thorough knowledge of the theories, principles, practices and techniques of municipal finance and budgeting; thorough knowledge of the State laws and local ordinances applicable to budget preparation, approval and administration; thorough knowledge of the functions and operations of County departments; thorough knowledge of standard organizational development systems methods and procedures; ability to analyze and develop budget estimates; ability to evaluate complex operations and effectively formulate and implement new organizational and operation methods and procedures; ability to conduct detailed research and prepare complex technical reports and findings; ability to communicate effectively, both orally and in writing; ability to establish and maintain effective working relationships with elected officials, department heads, media, associates, and the general public; ability to manage several complex projects simultaneously; experience creating high quality documents and reports; ability to think critically and to make corrections that others miss and use this skill to assist leadership and staff with identifying and solving problems.

Physical Requirements

This work requires the occasional exertion of up to 10 pounds of force; work regularly requires using hands to finger, handle or feel, frequently requires sitting and speaking or hearing and occasionally requires standing, walking, reaching with hands and arms and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a quiet location (e.g. library, private offices).

Minimum Qualifications

Bachelor's degree with coursework in public administration, or related field and extensive experience in municipal budgeting, policy analysis and/or operations research, or equivalent combination of education and experience.

Special Requirements
Valid driver's license.

The Public Service Loan Forgiveness Program is intended to encourage individuals to enter and continue to work full-time in public service jobs. Medical, Dental, and Vision Insurance
For Full Time employees in a regular position, insurance is available and effective the first day of the following month after having worked for an entire month. The County currently pays 100% of the cost for regular employees working at least 30 hours per week. Dependent coverage is also available.
Paid Time Off
This benefit is available to regular employees working at least 20 hours per week. Time off includes:

Local Government Retirement System
All employees in regular full or part time position are required to contribute to the retirement system. Contributions are taken on a pre-tax basis. The current contribution amount is 6%.
Supplemental Retirement Plans
NC 401(k)- Employees have the option of making contributions on a pre or post tax basis to a 401(k) and on a pre tax basis to a a 457(b) plan.
Other Insurance
Insurance such as life, short term disability, and cancer care are available to regular employees and can be paid through payroll deduction.
Direct Deposit
All employees are required to have direct deposit.
Other Benefits
Credit Union: Employees of the County are eligible to open accounts at the Local Government Federal Credit Union.
Annual longevity payment beginning with the 6th full year of full or part time regular employment
