Understands State and Federal safety regulations, assesses and communicates the implications of those regulations to Operations, and works with Operations to develop and implement cost-effective compliance solutions. Works with Regional and other Safety Engineers to develop and implement Best Practices solutions to common safety regulations and issues.
- Develops and maintains the expert knowledge of the regulations and requirements applicable to the site.
- Acts as site expert for specific regulations in their assigned field. Maintains awareness of all new and changing federal and state regulations and is informed of their timing and potential impact.
- Develops and maintains a good understanding of the units and processes to which the regulations and requirements must be applied.
- Provides technical support to the Process Safety Management (PSM) and Emergency Response (ER) functions.
- Facilitates the writing or writes site safety procedures and helps refinery functional groups implement those procedures.
- Reduces safety costs through the implementation of best practices at the site.
- Works with ER function to develop effective procedures and plans for responding to refinery emergencies.
- Evaluates capital projects for process changes and use of new chemicals for safety impact and compliance.
- Develops and implements cost effective compliance solutions.
- Develops and maintains good communication, presentation and interpersonal skills that help Operations and other functional groups implement those process changes or procedures necessary to comply with the regulations and requirements. Is responsive to routine requests for Information from Operations and other functional groups. Facilitates the writing or writes site safety procedures and helps Operations and other functional groups translate requirements into written procedures.
- Demonstrates an untiring effort to find new and better ways to comply with new and existing regulations and requirements that reduce the burden on Operations and other functional groups.
- Develops training materials pertaining to safety issues as required by the site due to new or changing Federal or State regulations. Provides the training materials to the parties responsible for delivering site training or may deliver the training directly to the site employees.
- Maintains records to demonstrate compliance: reviews plant modifications for safety systems and supporting documentation to illustrate compliance to the regulations and VPP Star requirements with confidence and ease. Interacts with agency inspectors in a manner that minimizes negative impacts.
- Develops the confidence, capability, and willingness to maintain the site's position with an agency representative, as appropriate, on the interpretation and applicability of a regulation or requirement.
- Participates in Trade Association (e.g. Tcc, VPPPA, and ASSE) meetings for their assigned field. Networks with other company representatives to gain information on compliance strategies and ideas for compliance alternatives and shares this information with the site and across Equistar manufacturing as appropriate.
- Works with their supervisor on professional and personal development and career planning.
- Reduces safety costs through the implementation of Best Practices at the site.
- Works with the region and other site safety organizations on consolidated contracts which add value to the organization.
- Supports opportunity projects (eg. ERT training requirements, etc.) in the most cost-effective manner.
- Works with Operations and the regional organization to maintain compliance so that unwarranted agency inspections do not occur. Develops a business-oriented behavior for implementing regulatory requirements.
- Develops and maintains a working knowledge of the site and processes.
- Works with Operations and the regional organization to implement processes to meet regulatory requirements and ensure operating flexibility.
- Evaluates process changes for safety impact or compliance.
- Evaluates new chemicals for safety impact or compliance.
- Possesses signature authority to issue releases against standing purchasing orders at the discretion of the Site HSE Manager.
This position is salaried exempt status, which means you are not eligible for overtime pay.
The salary range for this position is $130,400 to $179,300 and represents Valero’s good faith and reasonable estimate of the range of expected compensation at the time of this posting. Actual compensation will be determined based on a number of job-related factors, including but not limited to, the individual’s qualifications and experience.
- Bachelor's or higher level degree in Engineering or a related Science required.
- 8 years of safety experience required.
- Experience representing a company to the regulatory agencies required.
- CA Certified Industrial Hygienist (CIH) preferred.
Position level and salary will be commensurate with qualifications and experience.

About the Benicia Refinery
Valero acquired the Benicia Refinery in 2000. Built as a grass-roots project in 1968, this plant has undergone significant modifications and upgrades to become what it is today one of the most complex refineries in the United States. Approximately 70 percent of the refinery’s product slate is California Air Resources Board (CARB) gasoline, California’s clean-burning fuel. The refinery also has significant asphalt production capabilities and produces 35 percent of the asphalt supply in northern California. Currently, the refinery processes domestic crude from the San Joaquin Valley in California and the Alaska North Slope, along with foreign sour crudes.
