Culmen International is hiring a Program Manager to provide support for the Department of the Navy, Naval Air Systems Command (NAVAIR) in Foreign Military Sales (FMS) in Patuxent River, Maryland.

Background. This contract supports the mission of the Security Cooperation Program Office (SCPO), Naval Air Systems Command (NAVAIR) Sustainment Group, and International Sustainment Department V45. This requirement will provide Life Cycle Logistics support services for the 12 Integrated Product Support (IPS) elements to new and existing Foreign Military Sales (FMS) customers. Life cycle sustainment and logistics support services shall be provided during all phases of the acquisition life cycle, including new program logistics support, sustainment and disposal.
The Program Manager (PM) will serve as the primary interface and point of contact with Government program authorities and representatives on technical and program/project issues. The PM Oversees contractor personnel program/project operations by developing procedures, planning and directing execution of the technical, programming, maintenance and administrative support effort and monitoring and reporting progress.
Roles and responsibilities included but not limited to:
  • Manages acquisition and employment of program/project resources and controls financial and administrative aspects of the program/project with respect to contract requirements.
  • Provide recommendations and coordinate responses to DoN, and other taskers, to include coordination with Integrated Product Team Leads.
  • Oversee new and existing FMS customers with life cycle logistics support services
  • Overall management and supervision of the technical effort required in support of major programs.
  • Review program progress and track status of vendor critical contract deadlines to identify and report potential problems and/or issues with prime contractor schedule conflicts, resource scarcity, and proposed solutions.
  • Coordinate resources to accomplish the core requirements of Management, Technical, and Logistics personnel.
  • Coordinate and participate in working groups, meetings, and conferences with other Program Manager, Air (PMAs) offices, Program Executive Offices (PEOs), Navy and other military services to coordinate program plans, road maps, and reviews of potential technologies that may aid in accomplishing domestic programs.
  • Assess prospective FMS customer’s Integrated Product Support (IPS) element requirements and provide recommendations to be used in developing Price and Availability (P&A) data for FMS administration purposes.
  • Provide analysis of program components, highlighting key areas and phases essential to the establishment of a viable international logistics program
  • Oversee and manage the total cost of ownership analysis of Navy and DoD weapons systems to provide recommendations on adjusting logistics planning to minimize costs, maintain desired levels of operational readiness, and demonstrate the applicability of this analysis to foreign customer operations and planning.
  • Manage the assessment of each customer’s in-country capability to establish and maintain adequate logistics support
  • of spares support requirements for the customer countries’ Government Furnished Equipment (GFE) and recommend modification to the range and depth of spares support for the GFE.
  • Manage all maintenance planning documentation, equipment, and services required for in-country support as required for specific FMS cases
  • Lead the analysis of weapons system characteristics, operational and support requirements, unique student needs and other pertinent information to provide recommendations for the development of manpower and personnel training requirements for customers.
Basic Qualifications:
  • Bachelor's Degree in the Arts or Science; 2+ years of experience in field related areas may be substituted for one (1) year of college.
  • 20+ years' work experience in the fields of management, logistics support or acquisition procurements is required.
  • 10+ years' directly related experience in domestic and international programs is required.
  • Navy or Army FMS experience
  • Proficiency using Microsoft Word, Excel, PowerPoint, and SharePoint
  • Excellent attention to detail and organizational skills
  • Strong verbal and written interpersonal, communication, and presentation skills
  • Secret clearance
Nice to Have:
  • Masters Degree
  • PMP Certification
  • Experience using MS Project
  • Former military experience
  • Experience/familiarity with Acquisition Management System
  • NAVAIR experience/familiarity
  • Experience with FMS Processes
  • Experience with CDRLs and Contract Deliverables
