Primary Functions: Responsible for coordinating all aspects of Special Purpose Vouchers and Special Grants such as Mod-Rehab SRO, Family Unification Program (FUP), Foster Youth to Independence (FYI), HOME Tenant Based Rental Assistance Program (TBRA), Continuum of Care programs (CoC), HUD-VASH, Mainstream vouchers, Project-Based Vouchers, and other programs assigned. Implements the complete leasing cycle under HACA's tenant-based and project-based assisted housing programs. Performs a variety of tasks related to the HCV and PBV leasing cycle. Coordinates all aspects of assigned tenant-based and project-based programs. Assists with waiting list management and initiates the intake process for families by sending interview notices, attempting direct phone and email contact with clients, coordinating with homeless outreach teams and other homeless service providers, and gathering required documents for admission. Determines initial eligibility according to program regulations and local policies governing HOME Tenant Based Rental Assistance Program (TBRA), Continuum of Care programs (CoC), Mod-Rehab SRO, Mainstream, HUD-VASH, PBV and other special programs. Conducts initial briefing sessions, prepares Request for Tenancy Approval (RTA) packets and completes rent estimates, and issues vouchers to eligible clients. Processes clients for denial of admission. This includes obtaining any necessary support documentation, preparing the file for the Director's review, and informing community case managers of the denial process status, informal hearing dates, and final decisions. Coordinates referral, admission, lease-up process, and ongoing housing stability with clients and their community case managers. Coordinates referral and move-in process with PBV property managers and support staff at VA, Integral Care, SAFE, Lifeworks, and other agencies. Reviews request for Tenancy Approval packets for unit affordability and promptly requests HQS inspections. Coordinates with the inspection department to facilitate efficient processing of inspections for new admissions, transfers, and moving families. Conducts annual reexamination appointments and interim reviews, collects documentation, makes revisions, calculates rent adjustments, and notifies residents and the property manager in writing of any changes. Requests HQS inspections, obtains signed leases and required documents; compiles files for case screening following the verification hierarchy and other required policies. Maintains client records in the digital file storage system. Makes Housing Assistance Payments to owners on behalf of qualified individuals in accordance with specific program regulations. For the Mod-Rehab SRO and PBV programs, this also includes reviewing and approving any requests for vacancy payments or requests for annual adjustment factor or rent increases. Notifies property managers, clients, and community partners of rental portion breakdown upon lease-up in a timely manner. Prepares reports to advise the supervisor of the status of the special programs. Assists with required HUD reports including Annual Progress Reports. Tracks HOME Tenant Based Rental Assistance Program (TBRA), Continuum of Care programs (CoC), Mainstream, HUD-VASH, PBV, and other special program participation and utilization using databases and spreadsheets. Notifies manager of program openings. Completes HMIS data entry as required for each assigned program. This includes program entries, move-in updates, and program exits for HUD-VASH and Mod-Rehab SRO, annual evaluations for CoC, and provides updates to ECHO on Mainstream move-ins. Provides monthly status reports on the TBRA and Continuum of Care programs. Prepares and compiles monthly reimbursement requests for the TBRA program each month and reconciles payments. Compiles and completes the Annual closeout reports for TBRA program. Attends and participates in relevant community case staffing meetings with ECHO and community partners regarding clients experiencing homelessness.
Promptly responds to any property manager, partner, or tenant concerns, and educates such parties on program policies and procedures. Maintains excellent working relationships with program participants and partners such as VA, Integral Care, The Salvation Army, SAFE, Lifeworks, ECHO, and others. Processes clients for termination for program violations, expired vouchers or voluntary withdrawals. This includes obtaining any necessary supporting documentation and informing community case managers of the termination process status, hearing dates, and final termination dates. Coordinates with Landlord Outreach Specialist to provide information to HUD-VASH, Mainstream, PBV, and other clients about available housing options and how to choose quality housing and provides clients with resources and referral information needed to work towards self-sufficiency. Requests and/or processes payments for allowable costs under the grant other than housing assistance and utility assistance. Receives incoming mail and takes appropriate action or files necessary information into client files. Maintains client records in the computer. Prints EIV reports and places in tenant files within 90 days of Housing Assistance Payment Contract effective date for all new admissions to Mainstream, HUD-VASH, PBV, and other assigned programs, and follows up on any identified fraud. Performs clerical duties such as answering telephone, data entry, filing and mailing correspondence. Performs other duties as assigned by supervisors.
QUALIFICATIONS: Bachelor's degree from a four-year college or university; or four to five years related experience and/or training; or equivalent combination of education and experience. Preferred: Bachelor's degree from a four-year college or university and one to two years related experience and/or training; or equivalent combination of education and experience. Bachelor's degree in Business Administration or Social Science. Experience in providing social services. Eighteen (18) months experience working as a Housing Eligibility Specialist for the HCV program. Consistently meets Assisted Housing department goals. Excellent computer skills to include Microsoft Office Suite - Word, Excel, PowerPoint, and Access. Excellent written and oral communication skills. Knowledge of general office practices and procedures, business English and basic arithmetic. Some knowledge of standard bookkeeping principles, practices, and techniques. .Knowledge of HUD and Housing Authority policies, procedures, and practices pertaining to the Housing Choice Voucher (Section 8) programs and related rental assistance programs. Skilled in operating general office machines and computers. Ability to communicate and relate to persons of diverse backgrounds and abilities, and establish and maintain effective working relationships with other employees and residents. Bondability. Valid Texas driver's license. Eligibility to coverage under Authority fleet auto insurance. Must show proof of Covid19 vaccination if offered position.
