SUMMARY
The purpose of this position is to provide Tulare County residents tax assistance in the form of tax preparation for both Federal and State tax returns. (Must pass the Advance Level and Site Coordinator Certification through the IRS) and have two-or-more years related experience in tax preparation and/or VITA program. Excellent customer service practices and be able to work in a team environment.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Administer the TaxSlayer Online system to prepare, electronically file, and monitor tax returns.
- Represent CSET at any meetings throughout Tulare and Kings Counties.
- Compile and maintain program tracking and reports, which demonstrate outcomes of the program.
- Assist in error checking tax returns processed at their site.
- Manage VITA site ensuring that sufficient volunteers are scheduled to work at each site.
- Ensure the site is properly equipped with supplies and equipment to prepare income tax returns.
- Follow up with taxpayers when necessary to complete tax returns or inform them about any difficulties in processing tax returns.
- Respond to specific inquiries regarding the VITA program that clerical staff cannot answer.
- Collect all taxpayer documentation and provide to VITA Program Manager.
- Assists in the development, recommendation and implementation of goals, objectives, policies and procedures related to free income tax preparation services.
- Recruits, screens, trains, manages schedules, and provides incentives for volunteers. Develop trainings for tax preparers and intake staff.
- Meets with volunteers to review quality of tax returns filed and improve the tax preparation process.
- Coordinate with other staff and maintain effective working relationships.
- Trains volunteers and staff about other programs and services available to tax payers to help them achieve financial stability, as well as the terms of those services/programs.
- Develops relationships with other service providers interested in promoting complementary financial assistance programs to VITA clients.
- Assures that program participants’ rights are protected.
- Monitors the day-to-day operations of the program and events, including resolving complaints not requiring the attention of a supervisor and ensuring that programs and events have required materials and supplies.
- Prepares activity and operating reports.
- Ensure the site is adhering to guidelines set by the IRS as a designated VITA site.
- Recommends changes in program objectives, policies and procedures to assure maximum effectiveness and efficiency.
- Using relevant information and individual judgment to determine whether events or processes comply with laws, regulations, or standards.
- Models’ positive behavior.
- Manage one VITA Site every Saturday during tax season, including opening, operating, and closing the site.
- Ensure that sufficient volunteers are scheduled to work at each VITA site every week during tax season.
- Error checks each tax return prior before each taxpayer is provided with a copy of their tax return to be e-filed.
- Respond to specific inquiries regarding the VITA Program that clerical staff cannot answer.

SUPERVISORY RESPONSIBILITIES* This position reports to the Department Director and will require experience in order to provide training for volunteer tax preparers.

Available to work some Friday nights, and all day Saturday and Sunday

Ability to write reports, business correspondence, and procedure manuals;

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plain and solid geometry and trigonometry;

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists;
Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
CERTIFICATES, LICENSES, REGISTRATIONS
Possession of or ability to obtain California driver’s license and proof of auto insurance is required.

Work Hours: Maximum of 40 hours per week
- Site Coordinator will work every Saturday in January to April 15th (depending on IRS timelines) managing VITA site.
- Site Coordinator will work every Saturday in January training tax preparers.
- Site Coordinator will assist in error checking tax returns processed at their VITA site by the close of business the following Monday.
- Site Coordinator may be asked to work weeknights in surrounding cities throughout Tulare County and travel throughout.
Salary Range: $18.38- $25.04 hourly
