ManTech is seeking a SIGINT Electromagnetic Spectrum Warfare and Cyberspace Subject Matter Expert to support for a functional group of projects within the Marine Corps Warfighting Laboratory (MCWL) Science & Technology Division (S&T).

The S&T Division consists of four Offices: Future Technology Office (FTO), S&T Integration Office (OSTI), Current Technology Office (CTO) and the Marine Corps Rapid Capability Office (MCRCO). You will work in one of the branches of the CTO as the transition focal point and report to the MCRCO.

MCRCO MISSION: The Commandant of the Marine Corps (CMC) directed the formation of the MCRCO to seek emergent and disruptive technology to rapidly transition operational capability; increasing survivability, lethality, and effectiveness of the Fleet Marine Forces (FMF). Prototypes transitioned to the FMF will be at a Technology Readiness Level (TRL) 7 or higher and can be either non-developmental government-off-the-shelf, non-developmental commercial-off-the shelf, or developmental items.

This position requires an ACTIVE DoD TS/ SCI (eligible) security clearance.

General Responsibilities:

  • Assist in the project management duties as the assistant head of the MCWL Science and Technology (S&T) Division's Signals Intelligence, Electromagnetic Spectrum Warfare and Cyberspace Branch.
  • Assist in the management and execution of all budget/cost, schedule, and performance aspects of projects in the Signals Intelligence, Electromagnetic Spectrum Warfare and Cyberspace portfolio.
  • Identify capability overlap with SIGINT and Electromagnetic Spectrum Warfare, Cyberspace efforts and support integration when applicable.
  • Provide assistance as directed to MCWL S&T in support of capability development for Signals Intelligence, Electromagnetic Spectrum Warfare and Cyberspace Operations.
  • Research innovative technologies that may improve USMC capabilities in current and future operating environments and seek to identify and exploit scientific research and funding of other DoD and academic organizations to support of Marine Corps combat development and experimentation efforts.
  • Be familiar with the National Security Agency policies and United States Signal Intelligence Directives (USSIDs) and the Marine Corps Planning Process.
  • Understand the dependence on SIGINT to perform Electromagnetic Spectrum Warfare in a dynamic environment.
  • Translate Signals Intelligence, Electromagnetic Spectrum Warfare and Cyberspace requirements into material and non-material solutions that are within the S&T Cyberspace Branches area of responsibility.
  • Document technology efforts in support of projects within Signals Intelligence, Electromagnetic Spectrum Warfare and Cyberspace Branch.
  • Participate in technical conferences in support of Signals Intelligence, Electromagnetic Spectrum Warfare and Cyberspace Branch.
  • Work closely with representatives throughout the Marine Corps and other services Signals Intelligence, Electromagnetic Spectrum Warfare and Cyberspace Operations stakeholders in new and ongoing cyberspace initiatives.
  • Maintain cognizance of all Signals Intelligence, Electromagnetic Spectrum Warfare and Cyberspace Branch equipment assets and efforts.
  • Assist in the planning and execution of capability demonstration during USMC and Joint exercises.
  • Assist in the research, acquisition and testing of new equipment, capability or training in order to determine its effectiveness.
  • Conduct regular liaison with counterparts at the Capabilities Development Directorate, Marine Corps Systems Command, the Office of Naval Research (ONR), Naval Research Lab (NRL), and other relevant USMC, Navy, DoD, industry, and academic organizations.
  • Conduct close coordination with MCWL War Gamming and Experimentation Divisions in order to integrate branch technologies into Lab war gamming and experimentation events.

Minimum Requirements :

Bachelor's degree and a minimum of 8 years’ experience

Active TS/SCI (eligible) clearance (DOD - DISS)

DAWIA Program Management Level 1 and 2 and/or PMP certifications are highly desirable.

Physical Requirements:

Must be able to remain in a stationary position 50%
