TELEWORK/ON-SITE OPPORTUNITY
This position is eligible for a combination of telework and on-site work assignments. Telework must be completed from a pre-designated home-based location within the State of California and employees may be required to report on-site to address business needs.

Telework is at the sole discretion of the Court and may be rescinded with 48 hours' notice, based on needs of the Orange County Superior Court.

ABOUT THE POSITION
The Court Technology Services (CTS) department is responsible for providing the court with proactive leadership in implementing and maintaining the court's network infrastructure, core business and departmental applications, as well as ensuring the security of the court's data and processes. CTS works with court leaders, judicial committees, the State Judicial Council staff, justice agencies, court departments, vendors, and others to ensure the Court is fully supported by the appropriate levels of technology services.

The Servers, Storage & Database unit provides core Infrastructure services to support Court IT operations and is seeking a qualified candidate with a deep understanding of Oracle and SQL Server database administration. Incumbents are required to exercise excellent judgment and perform their duties with the highest degree of integrity to uphold the public's trust and confidence in the administration of justice. Incumbents are expected to use sound judgement when making decisions, be self-driven, stay on top of technology trends, and research and propose solutions.

The individual selected for this position will perform advanced level of Oracle, SQL Server, Azure SQL database administration.

Examples of Duties

  • As a lead, performs, oversees, and guides project planning for data management projects; works with managers, users, and project team members to define project scope and formulate detailed project plans; assists in selecting and forming project teams; facilitates the resolution of issues among stakeholder groups; attends project team meetings and advises project teams on scope of work issues and technology alternatives.

  • Provides day-to-day leadership and project management oversight and works with staff to ensure a high performance, customer service-oriented work environment that supports achieving CTS and Court mission, objectives, and service standards; applies best practices and quality assurance processes to assigned areas of responsibility.

  • Serves as an expert resource and works with applications development teams to ensure sound, logical database/data structure design, integration, administration and management; participates in design sessions and reviews new logical and physical design specifications to identify impacts on Court-wide database structures and their accessibility for existing as well as new applications and to ensure CTS design and coding standards are being followed; provides recommendations on sizing, growth planning and scalability issues and hardware requirements; recognizes and coordinates resolution of synchronization issues related to data sharing, data availability, database maintenance and backup and recovery processes; designs, programs, tests and implements programs for data replication across databases; verifies the adequacy of applications testing plans.

  • Reviews business process analyses and data models; reviews logical designs of database structures; determines physical storage requirements and performs the physicalization of logical database structures; participates in developing consistent practices and procedures and formulating standards regarding terminology, definitions, structures, business rules and the accessing and sharing of data entities, objects, and structures.

  • With systems administration staff, designs, installs, integrates and manages a variety of Court databases and schemas across multiple production, development and testing environments, both on-premises and in the Cloud; performs database administration functions, including setting up and running database management utilities to backup, reorganize and restore databases and resolve production and operational problems; monitors memory and storage utilization; manages and reorganizes database objects across servers to meet requirements and make optimal use of available resources; monitors, evaluates and uses applicable tools and utilities to tune and optimize database performance; verifies that data validation processes are working properly and replicated data sets are current; installs and configures application software over databases; creates and maintains technical documentation.

Minimum Qualifications

EDUCATION
High school diploma or GED equivalent

EXPERIENCE
Seven (7) years of full-time (or equivalent) progressively responsible experience in the design, development and administration of complex relational databases and the management of relational database management systems.

EXPERIENCE SUBSTITUTION
Bachelor's degree in computer science, information technology or a closely related technical field may substitute for two (2) years of required experience.

DESIRABLE QUALIFICATIONS
  • 7+ years of Oracle database administration experience with large scale production systems.
  • 3+ years of experience as a Microsoft SQL Server DBA.
  • 2+ years of experience with Azure SQL database and Azure SQL managed instance.
  • Extensive hands-on experience with Oracle (19c, 18c, 12c) and operating systems (Oracle Linux or RedHat Linux).
  • Extensive hands-on experience with Oracle ASM, Oracle Grid Infrastructure, Oracle Streams, Oracle OEM, Oracle GoldenGate administration.
  • Extensive hands-on experience with Oracle RMAN, Oracle Dataguard administration.
  • Experience working with Snowflake platform is a plus.
  • Experience working with Oracle Cloud database or Amazon RDS platform is a plus.
  • Extensive hands-on experience working with development and infrastructure teams in doing database design, performance tuning, changes, and enhancement to new and existing applications.
  • SQL, PL/SQL, Unix, and/or Shell programming experience.
  • Ability to work independently, multitask, prioritize workload with respect to importance and deadlines; communicate clearly and manager stakeholder.

INSURANCE PLANS: Employees have an option to enroll in one of five medical plans; three HMO's (Cigna Select, Cigna Choice, and Kaiser Choice) and two PPO's (Wellwise Choice or Sharewell Choice), both administered by Blue Shield. The employee contributions toward the HMO or PPO insurance vary based on plan, coverage level and participation in the wellness program (OC Healthy Steps).

RETIREMENT: Defined Benefit, fully-qualified plan based on the County Employees Retirement Law of 1937 (Government Code Section 31450 et. al.). Employee and Court contributions are based on several variables including age, hire date, and salary. The plan is administered by an independent agency, Orange County Employees Retirement System (OCERS), and has reciprocity with various California systems. Eligible new employees hired on or after January 1, 2013 will be enrolled in a defined benefit retirement plan referred to as Plan T (1.62% at 65 formula). If you were employed by an OCERS employer or reciprocal agency prior to January 1, 2013, you have less than a six month break in service, and reciprocity is established, you may be eligible to select from two other retirement pension formula options (Plan J or Plan P). DEFERRED COMPENSATION: Optional deferred compensation 457 & Roth 457 Deferred Contribution Plans are available.

VACATION ACCRUAL: New full-time employees earn 80 hours of vacation after the employee has accumulated 2,080 regularly scheduled paid hours (after approximately 1 year of service). Following the first year, vacation is accrued as follows: 1-3 years, 80 hours per year; 4-9 years, 120 hours per year; 10-19 years, 160 hours per year; 20 or more year, 200 hours per year. Maximum accrual of hours: 0-9 years; 240 hours; 10 or more years, 320 hours. Part-time employees accrue vacation on a prorated basis.

HOLIDAYS: 14 paid holidays per year.

SICK LEAVE: 0-3 years accrue 72 hours of sick time per year as full-time employees. After 3 years, full-time employees accrue 96 hours per year. Part-time employees accrue sick leave on a prorated basis. Unlimited accrual. Some sick leave maybe converted to cash or vacation time

COMP TIME: All employees receive compensatory time every March. Full-time employees receive 4 hours and part-time employees receive 2 hours.

BEREAVEMENT LEAVE: 5 days of paid leave per qualifying instance.

UNEMPLOYMENT INSURANCE: Court pays into county administered insurance fund.

OVERTIME: In addition to legally required overtime, the Court pays overtime to represented, FLSA-exempt employees for work ordered and performed in excess of 40 hours per week. Represented Court Technology employees who are FLSA-exempt earn overtime for work ordered and performed in excess of 80 hours per pay period.

WORKERS' COMPENSATION: Administered by the Judicial Council's, third party administrator.

EDUCATION REIMBURSEMENT: Court reimburses up to $3,500 per year of tuition for approved, necessary courses, subject to availability of funds.

FEDERAL STUDENT LOAN REPAYMENT AND FORGIVENESS PROGRAMS: Employees of the Court may be eligible for Federal Student Loan Repayment and Loan Forgiveness Programs.

BILINGUAL PAY: Available at additional $0.58/hour for selected classes in selected positions.

EXCEPTIONAL BILINGUAL PAY: Available for specific classes at a rate of $1.15/hour in selected positions.

EMPLOYEE ASSISTANCE PROGRAM (EAP): Court offers EAP confidential services to assist employees with marital, family, emotional, legal, financial, and chemical dependency problems. This service is offered 24 hours a day, 7 days a week.
