Job description
Works under the general supervision of the IDD Behavioral Health Services Software Applications Manager. The Programmer IV performs technical consultation and training of programming personnel and assumes responsibility for the technical continuity and quality of development, enhancement and maintenance efforts for information systems supporting the HHSC Division of Behavioral Health Services. Responsibilities include: review and evaluation of project plans from a technical perspective, analysis, design, programming, testing and documentation of projects; estimating resource requirements; writing program specifications; conducting structured code reviews; instructing and aiding personnel in assigned projects, training new personnel and instructing experienced programmers in new methods and procedures; keeping Management fully informed and communicating effectively with other Information Technology groups. This position is classified as a fulltime position (40 hours a week). Work outside of regular hours may be required. Travel to other work location may be required. Performs other duties as assigned.
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
1. Oversees the overall development of applications including; system design, planning, production and customer support for software systems and solutions, existing production & development for new applications used both statewide and interagency. Drives design, delivery and integration for interfaces, system connectivity and batch processes for existing applications. (30%)
2. Coordinates daily development activities including; coding, testing, and debugging of programs that are in development or requiring support for issue resolution/performance or enhancement. Implements standards and procedures with coordinating the activities of programming staff. Coordinates staff, tasks and schedules to develop, modify, customer software applications. (30%)
3. Provides technical direction and guidance to technical staff in matters related to analysis and programming activities. Supports the development of business processes through analysis and design for interfaces with various external agencies and service providers. Implements specialized programs to support applications and defines the test processes to validate performance as well as stability. (20%)
4. Coordinates with staff to develop and implement project plans that include; schedules, staff assignments, analysis tasks and programming activities that include requirements gathering, gap analysis, design and delivery. Will assist and coordinate with development staff to ensure adherence to standards and procedures for the implementation of business policies, procedures and standards. (10%)
5. Other duties as assigned. (Note: For DSHS positions this includes but is not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.) (10%)
Experience developing applications in one (1) or more of the following development platforms: C#, Visual C++, VB.NET or ASP.NET
Experience of Database development including stored procedures, table design and constraints.
Graduation from an accredited four-year college or university with major course work in Computer Science, Engineering or related field. May substitute direct work experience on a year-for-year basis. Minimum of 6 years’ experience developing applications using Visual Studio and C#, VB or ASP.Net.
