The City of Poway is seeking two experienced Senior Management Analysts / Management Analysts in the Public Works Department. There is one vacancy in our Utilities Division and one vacancy in our Maintenance and Operations Division.

The Senior Management Analyst/Management Analyst provides administrative, budgetary, grant, and work-flow support to assigned departmental and/or divisional projects and programs; analyzes programmatic practices and procedures and makes recommendations for organizational, operational, policy, and procedural improvements; conducts needs analysis, feasibility studies, and program evaluations for assigned projects and programs; develops, summarizes, and maintains administrative and fiscal records; fosters cooperative working relationships among City departments and acts as a liaison with various community, public, and regulatory agencies.
This position receives general supervision and direction from assigned supervisory or management personnel. This position may also exercise direct supervision or technical and functional direction over lower-level staff.

Senior Management Analyst
In addition to the duties of a Management Analyst (see below), general duties of a Senior Management Analyst include, but are not limited to:
- Coordinates, oversees, and performs professional-level administrative work in such areas as budget development, financial administration and reporting, grants, purchasing, contract administration, management analysis, public information, and program evaluation.
- Participates in and may oversee the development and administration of multi-divisional and departmental budgets; oversees division budgets. Performs department wide budget monitoring and tracking, including tracking purchasing of capital items.
- Participates in selecting, motivating, and evaluating of assigned staff; provides or coordinates staff training; works with employees on performance issues in coordination with Human Resources.
- Directs the work activities of assigned clerical and technical personnel; prioritizes and coordinates work assignments; reviews work for accuracy; recommends improvements in workflow, procedures, and use of equipment and forms.
- Maintains departmental contracts and agreements; negotiates contract and agreement terms and conditions; prepares requests for proposals, contracts and other agreement documents.
- Develops and implements new or revised programs, systems, procedures, and methods of operation; compiles and analyzes data, and makes recommendations regarding staffing, equipment, and facility needs.
- Participates in the development and reporting of alternate funding sources and ensures compliance with City, State, Federal, funding agency, City accounting and reporting requirements, and applicable laws, regulations, and professional accounting practices.
- Prepares requests for proposals and bids and administers consultant contracts; directs and supervises the work of contract consultants.
- May manage the City's website pages for the assigned department, division(s), and/or program(s).
Management Analyst
General duties of a Management Analyst include, but are not limited to:
- Assists in developing goals, objectives, policies, procedures, work standards, and administrative control systems.
- Coordinates and performs professional-level administrative and programmatic work in such areas as financial administration and reporting, grants, purchasing, contract administration, management analysis, and program evaluation.
- Plans, designs, develops, organizes, oversees, and administers multiple highly complex department-specific programs and projects; develops and manages program budgets, including revenue projections, multi-year cash flow analysis, cost containment, and grant funds disbursement; directs all aspects of assigned programs, including legal and regulatory compliance to avoid substantial fines; receives, reviews, and organizes program applications; ensures that awards stay within funding limits; may present committees' recommendations to the City Council; sends award letters to program applicants; represents the City to applicants.
- Serves as a liaison with employees, public, and private organizations, community groups, and other organizations; provides information and assistance to the public regarding the assigned programs and services; receives and responds to complaints and questions relating to assigned area of responsibility; reviews problems and recommends corrective actions.
- Participates in the development and implementation of new or revised programs, systems, procedures, and methods of operation; compiles and analyzes data and makes recommendations regarding staffing, equipment, and facility needs.
- Conducts a variety of analytical and operational studies regarding departmental and programmatic activities, including complex financial, budget, personnel, operational, or administrative issues or questions; evaluates alternatives, makes recommendations, and assists with the implementation of procedural, administrative, and/or operational changes after approval; prepares comprehensive technical records and reports, identifies alternatives, and makes and justifies recommendations.
- Reviews and audits purchase order requisitions for compliance with budget requirements, public funding purchasing requirements and City approvals. Prepares and submits City Council agenda reports and various other commission, committee, and staff reports, resolutions, ordinances, and correspondence regarding assigned activities.
- Confers with other management staff regarding provision of administrative and support services, including contracts, agreements, and grant reporting.
- Maintains accurate records and files; develops storage of records and retention schedules.
- Assists with and coordinates and organizes community events; represents City to residents in explaining City policies; provides outreach and public education programs to the community.
- Plans and develops media programs and campaigns designed to keep the public informed of City services, accomplishments or programs; serves as first line of contact for media inquiries; establishes and maintains relationships with media professionals; coordinates and schedules interviews with staff and Council.
- Plans, organizes, and oversees special projects that require coordination with and direction of contract consultants; assists in the preparation of requests for proposals and bids and administers consultant contracts.
- Participates on a variety of interdisciplinary committees and commissions and represents the City to a variety of community and stakeholder groups.
- Designs and produces public information materials such as displays, advertisements, brochures, flyers, direct mailers, newsletter articles, City bulletin boards, information kiosks and videos. Develops website content, graphics and pages; establishes City wide policies for website consistency and branding.
- Maintains attendance and punctuality that is observant of scheduled hours on a regular basis.
- Performs other duties as assigned.
Minimum Requirements/License or Certificates Required
Experience:
Senior Management Analyst: Five years of professional-level budgetary, programmatic, special projects or related management support experience. Supervisory experience is highly desirable.
Management Analyst: Three years of professional-level budgetary, programmatic, special projects or related administrative support experience.
Education/Training (required for both positions):

A Bachelor's Degree or equivalent education (i.e., minimum completed California units = 120 semester/180 quarter) from an accredited educational institution with major coursework in business or public administration, human resources administration, economics, accounting, finance, or a related field.
Licenses and Certifications:
A Valid California class C driver's license or the ability to arrange alternate and timely means of transportation in the performance of assigned duties.
Physical Demands
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push and pull materials and objects weighing up to 25 pounds.
Environmental Elements
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.

The process may include interviews and/or performance tests. Successful candidates will be placed on the eligibility list established, which will be in effect for a period of up to six months. A background investigation including LIVESCAN fingerprinting and a verification of a valid driver's license and satisfactory driving record from the Department of Motor Vehicles may be required. All appointments are also subject to the successful completion of a pre-placement physical examination that includes a drug screening. Notice: Benefits listed below assume full-time (2,080 hrs/yr) status. Benefits for positions considered less than full-time are pro-rated based upon hours and may differ from those indicated.
Vacation - Annual paid vacation as follows: 0-4 years service = 120 hrs/yr; 5-9 years service = 144 hrs/yr; 10-14 years service = 180 hrs/yr; and 15+ years service = 199.2 hrs/yr. Employees may elect to convert up to 40 hours vacation per year to cash on an hour-for-hour basis when they meet certain criteria. Prior Public Service Credit for vacation accruals may be granted for verifiable experience.
Executive Leave - Employees in this group are entitled to 32 hours of executive leave each fiscal year. Executive leave is not be carried over into the next fiscal year, but may be exchanged for compensation equal to 100% of the value at the end of the current fiscal year.

Holidays - The City observes 10 holidays and two floating holidays each year.
Flexible Benefit Plan - The City offers an IRS Section 125 plan which offers an opportunity to put aside money, on a pre-tax basis, for medical and dependent care expenses.
Life Insurance - The City provides group term life insurance equal to 1 1/2 times annual salary to a maximum of $350,000. Supplemental life insurance for employees and family members is available by payroll deduction at reasonable group rates and is portable.
Long Term Disability - The City provides long-term disability insurance equal to 66 2/3% of your income (up to $10,900) after a 30-day waiting period if totally disabled due to illness or injury.
Retirement - Benefits are provided by the California Public Employees Retirement System (CalPERS). Classic CalPERS members - 2% @ 60 formula with employees contributing 8% of regular salary. New CalPERS members - 2% @ 62 formula with employees contributing 8% of salary. Effective July 1, 2013, new members will pay 50% of the total normal cost; 50% of the the total normal cost is currently 6.25%. The City participates in Medicare, but does not participate in Social Security.
Health Insurance - Health benefit premiums for each employee shall be paid in full by the City. Dependents of each employee may also be covered by health benefit coverage, upon proper application and acceptance. The cost of dependent coverage of the medical and dental plan will be shared equally between the City and the employee for any PPO plans. The City will pay 60% of the contribution for dependent care for HMO medical plans. The employee contributes 40% of the dependent contribution.
Deferred Compensation Plan - Participation in a 457 deferred compensation plan is available to all regular employees and is voluntary with no City matching contribution. The City contributes $87.77 per pay period to a 401(a) deferred compensation plan with vesting on a graduated schedule beginning with 2 years service and becoming 100% vested after 6 years.
Tuition Reimbursement - The City may reimburse the actual cost paid for tuition, books and required technical supplies and equipment up to a maximum of $1,500 per fiscal year for eligible employees receiving a grade of "C" or better in approved courses.
