Instructional Systems Specialist (Senior) – The contract instructional systems specialists and developers will follow a systematic instructional systems design (ISD) process as detailed in our client’s Training Division’s Technical Manual for Training Development. Following the ADDIE model, the instructional systems specialists and developers may be tasked with designing a course or curriculum. Instructional systems specialists analyze training needs, conduct job task analyses, create meaningful learning objectives, map learning objectives to job tasks, create lesson plans, select delivery systems, develop effective learning strategies, and conduct level 1, 2 and 3 evaluations. Furthermore, instructional systems specialists may help ensure alignment between identified job tasks, learning objectives, and assessment items. Instructional systems specialists may also participate in the curriculum/test validation process.

Requires 10+ years experience as an Instructional Systems Specialist.

Functional Responsibilities:

  • Curriculum & Professional Development; Course Management
  • Assesses and monitors the technical and investigative competency of the client’s cyber workforce. The workforce includes, but is not limited to, executive management (EM), supervisory special agents (SSAs), special agents (SAs), intelligence analysts (IAs), staff operations specialists (SOSs) and full-time task force officers (TFOs) assigned to computer intrusion investigations as well as professional staff working within the Cyber Division (CyD).
  • Strategically develops and delivers mission-related training to maximize the limited financial resources allocated to the development of the cyber workforce.
  • Establishes a cyber training curriculum relevant to the cyber workforce.
  • Identifies gaps in the current training curriculum based on client’s current priorities, investigative challenges and emerging technologies.
  • Institutes new training programs to address identified training gaps, ensuring the coordination of the needs of the targeted student audience.
  • Designs, develops and deploys online cyber investigative methods training associated with digitally-related crimes specifically for law enforcement partners, including those in state, local, tribal and territorial organizations as well as other federal agencies.
  • Facilitates legal and other specialized subject matter expert review of relevant instructional blocks.
  • Coordinates with TD all instructor certification and developmental requirements for members of the Cyber Field Instructor Program (CFIP).
  • Identifies available training opportunities, such as those offered through Virtual Academy (VA), for the professional staff within CyD.

What is the support required for and what will their function be?

  • Supporting all courses and Program Managers in the Cyber Education and Training Unit:
  • Comprehensively evaluates and periodically documents lesson plans, courses, and curricula.
  • Ensures that course materials developed within CyD utilize the appropriate Training Division (TD) technical manual.
  • Ensures that all CETU presentation and training materials are reviewed, approved, and stored in Sentinel file 1A-HQ-A1706442-16CYD, in accordance with the TD policy.
  • Ensures that copyrights are observed and written permission is obtained to use the materials owned by another entity.
  • Collects, compiles, and analyzes evaluation data from the appropriate Kirkpatrick Model levels (1, 2 and 3) and uses this analysis to periodically update and improve the cyber training curriculum.
  • Develops and improves cyber-focused investigative training that is part of the cyber training curriculum.
  • Supports all aspects of CETU course development and Cyber Academy.

Job Type: Full-time

Pay: $100,000.00 - $120,000.00 per year
