The Senior Cost Engineer reports to the Senior Manager, Project Controls. The Senior Cost Engineer will be accountable for budget control of assigned projects, supporting Aspen Project Management and Engineering.
The ideal candidate will be a project controls professional with 5-10 years of capital project experience in industrial or high tech construction projects. This role will require the ability to review project schedule & contract documents and translate to appropriate forecasts. The successful candidate will be comfortable managing & consolidating project financial information from a large volume of suppliers: internal labor, equipment OEM, professional services, design and construction contracts are held by Aspen on this project. This role will require the ability to independently set up and maintain appropriate communication channels with project scheduler, project management, suppliers and Aspen finance. Periodic travel will be required, as this role will support strategic projects at each of Aspen’s facilities in Rhode Island, Massachusetts, and Georgia. Typical travel will be monthly supporting month end close and reporting to the assigned job site. This role can be based at any of the facilities or remote.
From 2022 – 2024 this role will be assigned to the ongoing Plant II project. This role will be focused on managing overall cost reporting for the project – including CBS development, invoice management, forecasting and financial closeout of the project.

DUTIES AND RESPONSIBILITIES: *

• Manage cost report & forecasting of assigned projects, ensuring forecast is aligned with master project schedule
• Manage month end invoice review to ensure timely supplier payment
• Manage contingency, yet to buy and risk logs for assigned projects
• Perform analysis of forecasting provided by construction management or EPCM suppliers
• Lead development of cost breakdown structure for assigned projects with input from Project Manager, Procurement and Aspen Accounting
• Develop supporting documentation for capital budget requests from Aspen executive team
• Develop financial closeout plan for assigned projects and ensure all documentation received to allow efficient closeout
• Deploy Sharepoint file structure for Plant II project financial information
• Primary liaison to procurement, accounts payable and financial departments for assigned projects
• Coach and train junior cost engineers or project staff on cost best practices
• Support development and deployment of new project management/control processes, procedures and software under direction of department leadership
• Performs other related duties as assigned by management.

QUALIFICATIONS: *

• Bachelor's Degree (BA) from four-year college or university, or equivalent combination of education and experience.
• Computer skills required: Microsoft Office Suite; Project Management Software)
• Experience working in a oil and gas, chemical, pharmaceutical or semiconductor facility
