DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS

The purpose of the Solid Waste Management Department (SWMD) is to provide solid waste services to the citizens of Houston through collecting, disposing, and recycling discarded material in a manner that is safe, efficient, environmentally sound, and cost-effective.

The individual that assumes this role will serve as a Field Training Officer (FTO) and will be responsible for "evaluating" their assigned Code Enforcement Personnel. Is responsible for scheduling and evaluating the work as a first-line Supervisor. Will schedule, prepare, and review the work assignments from assigned Code Enforcement Personnel. Recommends personnel actions (i.e., hiring, terminations, pay changes of non-supervisory personnel, and cite reports) and is expected to handle and prepare documents for illegal notice violations for Court. Performs research through the Harris County Appraisal District when needed. Must comply with the Chapter 39 Solid Waste Code of Ordinance. This role will be responsible for scheduling, preparing, and reviewing work assignments of the code enforcement personnel. Performs complex inspections, identifies problem areas with commercial and residential dumpsters, and recommends solutions to the challenges. Serves violation citations. Meets with the general public, civic groups, contractors, technical professionals, and businesses to respond to inquiries and resolve problems. Performs record keeping activities to maintain filing systems, citation violation reports, and legal notices on dumping. Researches and evaluates plans, specifications, codes, and property information. Responds to customer requests using the Crash Records Information System (CRIS) and conduct site visits. Researches and evaluates Solid Waste Management dumpster plans, specifications, codes, and commercial property information. Provides accurate responses to customer inquiries that are complex in nature using various forms of communication (i.e., phone, mail, or in person). May act as a liaison to the Mayor and Council Offices. Maintains successful partnerships with the community and other City of Houston Departments. Communicates with the general public on the findings or resolutions as well as perform any other duties as assigned.

WORKING CONDITIONS

The position routinely requires lifting of moderately heavy items, such as typewriters or records boxes (up to 40 pounds) and/or very long periods of walking on rough surfaces on a routine basis. There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal. Requires the ability to make simple gross motor responses within large tolerances.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENT
Requires an Associate's degree in a field closely related to the area of inspection to be performed; or a high school diploma/GED and certification/licensing in a technical specialty program of over 18 months in the area of inspection to be performed.

EXPERIENCE REQUIREMENT
Four years of experience related to code enforcement inspection are required.

CERTIFICATE REQUIREMENT
Requires a Code Enforcement License issued by the Texas Department of State Health Services.

LICENSE REQUIREMENT
A valid Driver's License in compliance with the City of Houston's policy on driving (AP 2-2).

PREFERENCES

Advanced knowledge of the Chapter 39 Solid Waste Code of Ordinance is preferred. Intermediate level of understanding of MS Office Suite a plus. Supervisory experience preferred. Solid Waste experience is a plus.

Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
