SUMMARY
The Security Specialist, Personnel Security (PERSEC) will support the efforts at the Joint Staff Security Office in support of Joint Staff Security Office Operations (JSSO) and Activities.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Support PHYSEC Program Management activities by reviewing and providing recommendations, comments, and drafts of administrative security policies, procedures, and/or directives that support the JSSO-HR in development and implementation of higher-level policies, such as Executive Orders, Information Security Oversight Office (ISOO) Directives, and DOD issuances. Review and maintain JS PHYSEC and AT/FP SOPs. (Alternate Duty Only. Will serve as a backup when needed)
- Assist the Antiterrorism Officer (ATO) in drafting supporting annexes to the AT/FP plan; compiling threat, vulnerability, and criticality assessment data; and assisting the ATO in generation of a comprehensive annual risk assessment report to meet requirements of DODI 2000.12 AT program and DODI 2000.16 AT standards. (Alternate Duty Only. Will serve as a backup when needed)
- Assist the ATO in drafting security post orders in support of physical security and antiterrorism program tenets, along with SOPs that provide for operation of physical security AT equipment. (Alternate Duty Only. Will serve as a backup when needed)
- Assist the ATO in conducting general force protection and physical security awareness briefings for newly arriving staff members to Joint Staff Hampton Roads. (Alternate Duty Only. Will serve as a backup when needed)
- Assist the ATO in developing AT exercise documentation and perform supporting roles to capture exercise observations. (Alternate Duty Only. Will serve as a backup when needed)
- Provide assistance and recommendations in support of JSSO-HR Personnel Security Inspection and Oversight processes.
- Support JSSO-HR customers by responding to queries, requests for assistance, and providing subject matter expertise.
- Provide professional, courteous, timely, and accurate responses to JS customers at all times.
- Develop and implement physical security, collateral security, SCI indoctrination, AT/FP, and annual security refresher training for employees and on-site contractors. It may be necessary to prepare briefings and training that is computer based or delivered in person to large and small audiences. Develop and provide other types of security briefings for specific audiences such as security representatives, technical personnel, etc. Create newsletters, handouts and brochures.
- Maintain security awareness library on JSSO-HR web page. Assist the JSSO-HR PHYSEC Officer with developing specialized training requirements for security personnel. Security training will be annotated in the Security Database and updated as necessary. Prepare supply orders for security awareness products or supplies needed in support of the office for approval by the Security Manager. Monthly reports will indicate the status of all training completed.
- Process incoming and outgoing visit requests, ensuring they are properly downloaded and properly annotated in the SDB; determine personnel eligibility for and issue EACS ID badges to permanently assigned personnel; issue access badges to appropriately cleared visitors; collect and inventory access badges. Coordinate special security requirements such as badge and escort requirements for numerous VIP visits and large numbers of visitors during conferences and exercises. Issue badges to eligible personnel and visitors; ensuring badge retrieval and accountability upon check out of JS or completion of event. Prepare monthly expired contractor visit request reports, prepare monthly expired EACS contractor badge/database reports and monitor contract expiration dates to ensure consistency of information.
- Provide information security expertise to the JSSO-HR in application of DOD, JS, and NATO security policy, procedures, systems, and programs to ensure the security of Controlled Unclassified Information (CUI) and Classified Military Information (CMI). Provide technical security expertise to support events and exercises.
- Prepare, perform and analyze periodic self-inspections, surveys or audits to identify security deficiencies and make recommendations to correct deficiencies.
- I dentify the need for security classification guidance required for protection of national security information (NSI). If a security classification guide needs to be developed in support of a command project or events, provide expert classification guidance policy to the cognizant subject matter expert for development of a security classification guide. Analyze proposed guidance and provide assistance to the author throughout the entire development process. Ensure the proper authority approves the guide and disseminate the guide in accordance with DOD and JS policy.
- Provide expert security classification and controlled unclassified marking guidance to employees. Analyze products for proper application of markings based on requests for guidance from employees.
- Ensure proper procedures are in place for dissemination, control and storage of classified and controlled unclassified information (CUI), SCI, and foreign government information. Ensure special handling and safeguarding requirements are provided to individuals who are briefed on NATO and other special accesses when needed. Assist with security violation reporting and inquiries processes as required.
- Participate in event and exercise planning meetings and identify security requirements that must be considered by event sponsors. Coordinate and analyze event specific security procedures, documentation (such as SOPs for events), and security classification guidance needed for events. Provide tailored security briefings to planners or event participants as needed. Establish and provide procedures for addressing a security incident occurring during an event.
- Develop and implement collateral and SCI Indoctrination and annual security refresher training for employees and on-site contractors. It may be necessary to prepare briefings and training that is computer based or delivered in person to large and small audiences. Maintain security awareness library on JSSO-HR web page. Assist Security Training Officer with developing specialized training requirements for security personnel.
- Prepare, disseminate and maintain Security Assistant designation letters. Prepare related reports as required.
- Type Defense Courier Cards as necessary. Provide monthly report on number of Courier Cards typed.
- Create and/or coordinate taskers initiated by the JSSO-HR, follow-up with respective JS elements for JSSO-HR, initiated taskers, and monitoring internal workflow for completion of externally assigned taskers.
- Maintain on-line and physical library of DOD directives, memorandums, instructions and other correspondence governing JSSO-HR functions in accordance with DOD and JS directives and regulations. Serve as alternate JSSO-HR records officer.
- Prepare routine JSSO-HR correspondence for Security Manager or other signatures as required and finalize correspondence so that it conforms to JSSO-HR correspondence instructions.
- P rocess incoming and outgoing visit requests and prepare monthly expired contractor visit request reports.
- Prepare supply orders for security awareness products or supplies needed in support of the office for approval by the Security Manager.
- Validate letters of designation, prepare updated Security Assistant/Top Secret Control Officer/Key Control Officer reports and Security Assistant Designation reports and post to database or security management web page, as appropriate.
- Coordinate special training events given by external sources, e.g., DSS, International Security Programs Office, etc.
- Provide daily customer support as required.
- Generate security incident reports using the Joint Staff security database when incident details are provided.

EDUCATION and/or EXPERIENCE
High School diploma or 6-8 years of related experience
KNOWLEDGE, SKILLS AND ABILITIES
- Knowledge and expertise in Microsoft (MS) Outlook, MS Word, MS Excel, MS PowerPoint and MS Office Publisher
- Ability to operate Visitor Control and Electronic Access Control System (EACS)
- Shall be fluent in the English language and have the ability to read, write, and comprehend technical documentation
- Possess excellent organizational/communications skills and ability to effectively interact with staff at all levels; ensure that daily administrative documentation is kept concise and complete at all times; and maintain all daily assigned equipment in functional and presentable condition.
- Have an Active TS clearance with SCI Eligibility
- Ability to successfully pass a background check and drug screen
WORK ENVIRONMENT
- Office environment, Joint Military Command.
