Duties & Responsibilities:
The Security Specialist performs security services in all the specialized security areas (personnel, information, physical, operational, OPSEC, COMSEC), applying incident management, problem solving, task performance and producing finished documentation, e.g., reports, special studies, policy and procedure development, security designs, training programs and assessments. Provides research and technical support to projects, producing solutions and documentation. Monitors project tasks and schedules. Completes other duties as assigned.
Requirements:
Security Management
- Provide direct support and assistance in day-to-day administration and oversight responsibilities of all classified activities.
- Assist in the development and implementation of local policies and procedures in accordance with applicable directives, to include overall security management and guidance to the Wing, subordinate units, and supported units involved in STO, AF SAP, SCI, and collateral classified activities.
- Security Standard Operating Procedures (SOP) & Operating Instructions (OI). Develop and maintain comprehensive SOPs and OIs outlining the security policies and guidance for conducting STO, AF SAP, SCI, ACCM and collateral classified activities.
- Self-Reviews. Perform comprehensive annual or semiannual self-reviews, as applicable, for STO, AF SAP, SCI, ACCM and collateral security programs using the appropriate inspection checklists provided by the respective program's Cognizant Security Authority (CSA) and/or policy directives.
- Security Incidents. Identify, report, investigate (if applicable) and document security incidents (violations, infractions, and inadvertent disclosures) of 505 CCW and/or subordinate units STO, AF SAP, SCI, ACCM and collateral classified activities in accordance with the provisions outlined in applicable security policy directives.
- Continuity Books. Develop and maintain comprehensive continuity books identifying points of contact, outlining guidance and procedures, and providing specific examples for executing the following security mission areas, as applicable: information security, personnel security, physical security, information systems security, COMSEC, OPSEC, industrial security, foreign disclosure, SETA, and systems administration.
- Exercise/Event Support. Assist in scheduling resources, manning, and planning required to support Wing-sponsored/hosted exercises and events. Attend planning conferences and meetings, participate in security site surveys, and interface with host-based offices to acquire support for event security. Develop and coordinate security concepts of operation and/or Memorandums of Agreement (MOA) unique to the exercise/event environment and participants. Develop and maintain a database to track computer system Approvals to Operate (ATO) and MOAs for all event participants.
- USM Handbooks, Documents, and Records. Ensure USM Handbooks contain all required information in accordance with local policy, and documents and records are readily accessible during security inspections.
- Facility Security Management. Provide Security and Facility Management functions IAW local policy. Maintain all records including SCI indoctrination, network accreditations, SCI Special Security Representative, and Facility Manager handbooks. Perform security-related Emergency Manager duties during elevated Threat Conditions and natural disasters (i.e., hurricanes, tropical storms, snowstorms, floods, etc.).
Information Security
- Classification and Marking. Assist unit members and visitors in the proper classification and marking of all collateral information produced within the Wing.
- TS Accountability. Maintain multiple databases consisting of all accountable collateral documents and magnetic media (hard drives, compact discs, etc.) stored within each applicable facility, as well as those created, transmitted, transferred and / or destroyed by assigned personnel. Conduct annual and change-of-custodian audit / inventories of TS accountable information, the results of which will be documented and the respective database.
- Classified Reproduction. Monitor reproduction equipment and provide guidance to all personnel on the proper procedures for reproducing classified documents.
- Classified Destruction. Provide guidance on proper procedures for the destruction of classified information.
- Records / Safe Custodian. Serve as custodian for security related records and safes used for the storage of classified material as well as those protected by the Privacy Act of 1974.
Personnel Security
- Personnel Folders. Prepare and maintain PSFs for assigned personnel. Upon termination of clearance / access due to permanent change of station / assignment (PCS / PCA), retirement, etc., information maintained in the individuals respective PSF will be electronically archived within 10 duty days and all hard-copy documentation destroyed.
- Indoctrination and Debrief Paperwork. Upon receipt of access approval (or subsequent debrief), the contractor shall prepare the appropriate paperwork and schedule time for the nominee to receive a formal indoctrination briefing and initial security training. Process all signed forms in accordance with established local procedures, and maintain within the individuals respective PSF or archive, as appropriate.
- Briefings. Perform indoctrination briefings, annual refresher training briefings, foreign travel briefings, and program debriefings, as required.
- Database Management. Continuously monitor personnel security databases to ensure access rosters are current and assigned military, civilian and contractor personnel maintain the minimum eligibility requirements outlined in established directives.
- Visit Notifications / Certifications. Prepare and forward, as appropriate, visit notifications / certifications for assigned military, Government civilian, and contractor personnel performing temporary duty at locations off station; and monitor similar visit notifications / certifications for visiting military, civilian and contractor personnel.
- Security Clearances / Investigations. Ensure assigned military, civilian and contractor personnel have appropriate security clearances and investigations for positions held, before access is granted. Verify all clearance eligibility / access in JPAS.
- SCI Access Requests. Assist in managing personnel security policies and procedures for obtaining and maintaining SCI access.
- Clearance / Access Termination. Ensure individuals that no longer require a clearance or access to classified information or facilities complete AF Form IMT 2587, Security Termination Statement and are properly debriefed and access is removed in JPAS, when applicable.
- JPAS / JCAVS. Complete electronic in-processing as owning agency for military and civilian personnel and servicing agency for contractor personnel. Update JPAS for completion of a SF-312, NDA, for all personnel and document appropriate access in JPAS based on eligibility.
- Restricted Area Badges (RAB). Assist to ensure commanders and designated personnel maintain proper area access to controlled / restricted areas covered by the host base RAB program.
- Records Management. Perform as record custodians for security files and documents
Physical Security
- Facility Accreditation. Ensure SCIFs, collateral controlled / open storage areas, and Temporary Secure Working Areas (TSWA) comply with the physical security standards outlined in ICD 705, and / or all other applicable directives and established host base policies.
- EAP. Develop and maintain comprehensive EAPs to establish procedures and outline responsibilities of assigned personnel for safeguarding classified information during an emergency.
- Facility Access. Provide oversight of entry control into secure facilities by controlling the movement of permanent party, students and visitors via electronic security systems and performing escort duties, as necessary.
Information Systems Security
- Provide support and assistance in day-to-day administration of the Information Systems Security program. Provide certified professionals commensurate with their responsibilities in accordance with DoD Directive 8140.01 and DoD 8570.01-M and perform ISSO duties.
- Provide ISSO support for network interconnections to include releasable classified network connections.
- Training. Assist with documenting initial training for all personnel prior to granting access to any classified IS.
- RMF - Continuous Monitoring Program. Participate in the development and / or modification of the computer environment cybersecurity program and requirements according to DoD and AF Directives, Instructions, or Manuals.
Operations Security (OPSEC)
- OPSEC Plan. Develop and maintain comprehensive OPSEC plans and CIL, which identify specific unit responsibilities and describes how to implement an OPSEC program.
- OPSEC Training. Provide OPSEC training oversight, develop and update OPSEC awareness training material for unique organizational activities to supplement standard training material, and conduct and document required training for assigned personnel.
Security Education and Training Awareness (SETA)
- SETA Scope / Responsibilities. Provide direct support and assistance in day-to-day administration of the overall SETA program in accordance with applicable policy directives and local requirements.
Industrial Security
- Industrial Security Scope / Responsibilities. Assist in maintaining a current listing of the key on-base management officials and other applicable parties.
Other Assigned Tasks and Duties, as Necessary. (7.5%).
- Participate in cross-training and assist with the training of new personnel, as directed.
- Submit time and expense reports per Company protocols, comply with Company and contract policies and procedures, support other duties as assigned by PM or Company Leadership.
Knowledge, Skills and Abilities:
- Ability to work as a team member, communicate, perform office functions, and use office tools, customer focus and deliver exceptional performance
- Ability to perform specialized functions such as information security, personnel security, physical security, OPSEC, SETA, and foreign disclosure with little to no supervision
- Skilled in developing and maintaining comprehensive SOPs and OIs, Continuity Books, handbooks, documents, and records outlining the security policies and guidance
- Skilled in SAF / IAPD, ACC / A3TS, and USAFWC
- Strong knowledge of ICD 705 and ICD 703
- Personnel designated as the Construction Security Manager (CSM) are highly skilled in SCIF facility construction to include developing and integrating CSP throughout the phases of construction
- Strong knowledge of SAP processes and ability to execute SAP security best practices
- Knowledge of JPAS / JCAVS system to complete electronic in-processing as owning agency for military and civilian personnel and servicing agency for contractor personnel
- Knowledgeable of applicable policies and directives governing information security, industrial security, personnel security, physical security, OPSEC, SETA, and foreign disclosure
Minimum Years Experience and Minimum Education:
- 9 years relevant experience (3 specialized)
- Bachelors Degree or equivalent
Clearance Requirement:
- A minimum of Secret Clearance
