SMSI, LLC is seeking an experienced Technical Security Specialist for long term assignments at various locations or remote. The need is immediate. Position is direct hire and is a full-time position.

This position is a key role as part of the Technical Surveillance Countermeasures (TSCM) and Telecommunications Emission Security (TEMPEST) Programs.

Responsibilities Include:

  • Provide advice and guidance to personnel on matters of technical security policy, procedures, and regulations.
  • Provide TSCM/TEMPEST related direction and guidance for protection of sensitive, classified communications systems and to ensure compliance with all applicable laws, regulations, and Department of Energy (DOE) orders.
  • Independently guide and recommend appropriate actions and implement solutions to security problems with Lab-wide implications.
  • Articulate solutions to complex technical requirements and effectively relate technical requirements/issues to non-technical personnel, providing domain expertise on a broad array of topics.
  • Implement an effective TSCM Program designed to detect, deter, isolate, and nullify technical surveillance penetrations and hazards; as well as implementing an effective TEMPEST Program designed to prevent the unauthorized intercept of compromising emanations that may be present in information processing communication equipment, systems, and components. Both programs combine to ensure that all facilities at laboratory/site meet the requirements of applicable federal technical security directives and orders.
  • Identify issues through assessments and providing recommendations for resolution. This includes assuming a leadership role in assigned Laboratory Protection topical areas. These activities may involve high risk areas affecting organizational or Laboratory protection strategy.
  • Work as a member of a highly technical workforce with a sensitive mission.
  • Coordinate significant technical security issues of national security concern with all levels of laboratory/site and DOE management.
  • Maintain liaison and coordinate physical and technical security planning with Facilities and Infrastructure design, construction, and site planning elements.
  • Provide guidance regarding construction of new facilities and/or modifications to existing facilities and security upgrades/downgrades.
  • Provide laboratory/site Incidents of Security Concerns/Investigations Program staff expert level guidance, advice, council, and risk analysis of any security incidents involving electronics.

Minimum Requirements:

  • Bachelor s degree plus 8 years experience; or Advanced degree plus 6 years experience; OR 16 years relevant experience in lieu of degree
  • This position requires the ability to obtain and maintain a Department of Energy "Q" clearance, which requires US Citizenship.
  • Must be able to attain DOE certification as TSCM Technician or have been previously certified.
  • Must be able to attain DOE certifications as a TEMPEST and Protected Transmission System (PTS) Inspector.
  • Must attend and pass the national DOE OPSEC class, TSCM Executive Overview, TSCM Workshop training, TSCM Managers and Officers training, TSCM new technologies updates, SIPR and SSIMS training.
  • Working knowledge of classified information and document handling policies and procedures, and ability to become an Authorized Derivative Classifier.
  • Demonstrated working knowledge of alarm and access control systems.
  • Experience reading architectural blueprints, as-built drawings, and conceptual designs.

Preferred Requirements:

  • Graduate of the Interagency Training Center (ITC) TSCM course.
  • Engineering or Electronics/Electrical related degree/experience.
  • Technical Security (TSCM/TEMPEST) program or equivalent combination of specialized education and experience.
