MISSION:
The Texas Education Agency (TEA) will improve outcomes for all public-school students in the state by providing leadership, guidance, and support to school systems.

POSITION OVERVIEW:
The Assistant Director of Monitoring, Review and Support reports to the Monitoring, Review, and Support director in the Special Populations General Supervision and Monitoring Division within the Office of Special Populations and Monitoring (OSPM). This leadership position manages the state Special Education and Dyslexia monitoring teams in the completion of monitoring activities. The position works closely with senior and executive leadership to execute the strategic vision for a balanced approach of supporting outcomes and compliance to implement the Texas Special Education Strategic Plan.

This position includes assisting with oversight of the Differentiated Monitoring System (DMS) process leading to the improvement of LEA progress in IDEA requirements, improvement of Results Driven Accountability indicators, and implementation of dyslexia program requirements. This position leads teams in training and supports LEAs in technical assistance to increase outcomes and compliance strategies that lead to systemic improvements for LEAs and performance outcomes for students with disabilities. This position requires strong management, vision, programmatic, and operational expertise, as well as exceptional communication, and an orientation towards stakeholder engagement and excellence. This position requires content expertise in special education and implementation of IDEA part B. The individual will be required to lead stakeholder professional development engagements and communicate outcomes across the state. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.

This position is a satellite role that allows for flexible work location within the state of Texas and is estimated to include at least 20-40% travel across the state.

ESSENTIAL FUNCTIONS:
  • Leads the approval, development, and collection of materials prepared for desk and on-site audits to analyze for supportive feedback to LEAs to impact student outcomes.
  • Assist the Monitoring, Review, and Support director to lead the delivery of consultative services and technical assistance related to planning, implementing, and monitoring of special education programs and services.
  • Leads the design and implementation of a comprehensive professional learning plan and provides coaching and follow up support to managers and staff to ensure effective implementation of the Differentiated Monitoring and Support (DMS) system.
  • Gathers, consolidates, and reviews monitoring data, changes to state and federal rules and regulations, and stakeholder feedback to gauge DMS system effectiveness and recommend changes to align with goals, best practices, in assuring compliance with all applicable federal and state laws.
  • Organize functions to support efficient and effective program and office operations and management.

Qualifications


MINIMUM QUALIFICATIONS:

Education: Graduation from an accredited four-year college or university with major coursework in education or a related field. Advanced degree or studies preferred.

Experience : Six years of experience working with students with disabilities, including three years of leadership experience as an administrator at the local education agency (LEA) or education service center (ESC) level and a minimum of three years’ experience supervising at least two direct reports.

OTHER QUALIFICATIONS:
  • Strong understanding of local, state, and federal education laws, rules, and regulations applicable to special programs, including state and federal monitoring systems
  • Ability to evaluate staff effectiveness, supervise and coach staff both managers and specialists
  • Knowledge of the agency's rule-making process preferred
  • Familiarity with web accessibility requirements and other web-related policies
  • Meticulous attention to detail with an ability to produce high quality work in a dynamic environment
  • Highly organized; ability to manage staff and multiple projects at once and meet deadlines
  • Ability to break down complex information into comprehensive parts, ask questions, synthesize, and analyze
  • Excellent written and oral communication skills
  • A desire to self-reflect, give/receive feedback and continuously improve
  • Ability to engage in a collaborative, results-oriented team environment
  • Highly skilled in Microsoft Office applications and managing the lifecycle of complex technical documents
  • Ability to travel approximately 20-40% of the time.
