The Project:

The project site is the U.S. Army Garrison Hospital, located on the atolls of Kwajalein and Roi-Namur in the Republic of the Marshall Islands, a scenic chain of Islands equidistant from Hawaii, Australia, and the Philippines. It is one of the largest outsourced medical facilities in support of the Department of Defense. Since 2018 International SOS Government Medical Services, has been subcontracted to manage the 10-bed Critical Access Kwajalein Hospital, dental clinic, veterinary clinic, and a medical clinic on Roi-Namur. Kwajalein is a 6.5 square mile atoll where bikes are the primary mode of transportation. The more than 1,500 residents include military personnel, Army Civilians, contractors, and their family members. Kwajalein is home to one of the world’s largest coral atolls and lagoons. The year-round warm and sunny weather supports a variety of activities, such as scuba diving, sport fishing, sailing, and water skiing. The military base also boasts a movie theater, bowling alley, gym, ceramics studio, and small shopping areas.


Overall Purpose Of The Job:

The Patient Safety & Quality Nurse will be responsible for the professional management of a comprehensive health and safety, risk, and quality management program. They will ensure a proactive approach to patient safety and risk management across the facility with consistent application of management directives and implementation of policies and guidance.

Key Responsibilities:

Responsible for the creation and management of a comprehensive quality, safety, and risk management program
  • Creates and implements Standard Operating Procedures and Policies for the medical treatment facility, to include but not limited to guidance on patient care, procedures for performing diagnostic testing, documentation, and medical quality
  • Develops and maintains a tracking system for all incidents, noting trending, and any significant findings in a regular summary
  • Monitors staff compliance with policies and procedures, creates a regular training schedule for staff to maintain currency with policies and procedures
  • Keep up to date with health & safety legislation and guidelines and advise management on legislative developments which may affect Safety, Health and Welfare at Work.
  • Establish appropriate structures and processes in relation to risk reporting, incident management and Health and Safety within the medical treatment facility.
  • Coordinate the development and review of relevant/required risk and incident management policies, procedures, and guidelines.
  • Works collaboratively with the CMO on the completion of Root Cause Analyses of all medical sentinel events, to include tracking, trending, and managing any implementation plans resulting from the Root Cause Analysis and addressing any improvements recommended
  • Supports the CMO with implementing and maintaining requisite hospital committees
  • Works with the Director of Nursing and the Hospital Administrator to ensure that all periodic reporting requirements to GMS and NAM are completed and submitted on time.
  • Works with the medical treatment facility leadership to conduct monthly and annual audits of the hospital
  • In conjunction with appropriate staff, assist in identification of potential risk through risk assessment, analysis of accidents/incidents and near miss incidents, periodic safety inspections and/or audits. Make recommendations to reduce, prevent or eliminate risks identified.
  • Maintain a risk audit database and liaise with management in relation to issues arising.
  • Provide reports to management, as necessary
  • Highlight trends in relation to accidents/incidents.
  • Make arrangements for health and safety training as required.
  • Collaborate and participate in federal risk management and patient safety meetings/ initiatives, if applicable, to share and benchmark best practices.
  • Supports a safe working environment by ensuring that Health and Safety strategies, policies and procedures are implemented.
  • All other duties as assigned.

Job Profile:

Required Skills and Knowledge
  • Unrestricted Registered Nursing License
  • AHA Basic Life Support
  • AHA Advanced Life Support
  • Minimum 2 years of clinical experience
  • Demonstrate a high degree of leadership, motivation, self-direction, and initiative to achieve goals of the mission; self-motivated, able to work independently and stay organized; and
  • Demonstrate the ability to collaborate with stakeholders.

Preferred

  • 2-4 years working in Healthcare Quality
  • Healthcare Risk Management certification
  • Ability to leverage statistical tools and techniques to analyze, interpret, display, and present data.
Physical Demands
  • Be able to lift 30 pounds
  • Drive to various locations within each sector
  • Walk at least 40 yards while carrying administrative supplies over rocky, uneven surfaces

Other Special Qualifications:

  • Must be able to read, write, and speak English to effectively communicate.
  • This position is unaccompanied.
  • US Citizen or Permanent Resident Card is required.
  • US DOD C/NACI clearance or the ability to obtain one is required.
  • Must be able to relocate to the United States Army Kwajalein Atoll.
  • A valid passport is required and must be in your possession prior to relocation. You must maintain a current passport during your stay on Kwajalein Atoll.
