This posting is for the NCWorks Regional Operations Director managing the Central Prosperity Zone, consisting of the following counties: Alamance, Caswell, Davidson, Davie, Forsyth, Guilford, Randolph, Rockingham, Stokes, Surry, and Yadkin.

The mission of the North Carolina Division of Workforce Solutions (DWS) is to develop North Carolina's workforce talent, help individuals advance their career opportunities, and meet business workforce needs by connecting talent to jobs.


Within the established region , the NCWorks Regional Operations Director provides regional coordination of division and local workforce board business services as well as ensuring clients and businesses are being served through the integrated service delivery program. The key to success, the NCWorks Regional Operations Director develops community partnerships with local workforce boards and local community colleges to support programs to strengthen the skills of job applicants and meet the employment needs of businesses in the region. The NCWorks Regional Operations Director supervises all DWS managers and staff within the assigned region.

This position will meet, confer, and negotiate on a regular basis with corporate executives, community college presidents, government agency directors, community and political leaders through mutual involvement with Career Centers, Workforce Development Boards, welfare reform initiatives, and local and regional economic development efforts. This position will provide support to field management by encouraging autonomy in both financial and operational matters at the local level. The work involves, evaluating workforce office activities through various reports and computer-generated printouts; determining the impact and feasibility of assigning staff to off-site locations; interpreting policies, procedures, and regulations to field personnel; and recommending revised policies and procedures to division management.

To qualify for these positions, applicants must document on the application that they possess ALL the following:

  • Thorough knowledge of the organization, operation, and objectives of the Division of Workforce Solutions.

  • Considerable knowledge of the occupational composition and employment conditions common to the industrial and commercial establishments of the state.

  • Considerable knowledge of the principles and practices of public administration, office management, and office organization.

  • Ability to direct, coordinate, and evaluate activities among offices within assigned region.

  • Ability to evaluate work methods and personnel assignments and to initiate transfer of personnel among workforce offices within region to meet changes in workload or program activities.

  • Ability to interpret, explain, and apply state and federal laws and policies which govern workforce office operations.

  • Ability to plan and direct a public relations program which requires the use of a variety of media including radio, television, and newspapers.

  • Ability to establish and maintain working relationships and advance the Agency’s position with employees, community leaders and organizations, workforce development professionals, and the general public.

  • Ability to communicate clearly and concisely in oral and written form.

Minimum Education and Experience Requirements

Bachelor’s degree from an appropriately accredited institution; and five (5) years of progressively responsible program experience related to the area of assignment; or an equivalent combination of education and experience.
