ABOUT THE WORK UNITThe mission of the Division of Fire Prevention and Control Professional Qualifications and Training (DFPC PQT) Section is to promote excellence in public safety by delivering quality training and developing and upholding professional standards for Colorado’s emergency responders. The Division’s purpose in the broadest sense is to maintain a highly-skilled, professional and ethical public safety workforce that provides excellent service to the citizens of Colorado.The purpose of the DFPC PQT Fire Training and Certification Program is to implement standards for the training and certification of Colorado’s 20,000 Fire Service Professionals. For over 30 years, Colorado’s fire programs have assisted in preparing career and volunteer fire fighters and other emergency responders who serve and protect Coloradoans every day. In 1979 the Colorado Legislature established the Fire Training and Certification Program.WORK ENVIRONMENT Travel may be required during work hours throughout the Front Range.In state travel 35-45% of the time in all types of weather. Overnight stay required 30-35% of the time during travel.Weekend and evening work required 20-25% of the time.Required to operate CDPS vehicles.POSITION DUTIESThe position is for the sole purpose of delivering training equipment and training programs to local emergency response agencies. The purpose of this position is to develop, deliver, and present a wide range of fire service related training programs in all aspects of public safety emergency response; to identify issues and programs relating to the fire service in Colorado; provide assistance to fire department training programs, develop curricula, and assist with coordination of special training programs; and coordinate and interact as a liaison for National Fire Academy outreach programs. Ensure professional performance and compliance of Colorado's public safety personnel and agencies with respect to DFPC Policies and Procedures and Administrative Rules.Program ManagementThrough research, technical expertise, initiative, this position assesses training needs, designs or modifies course content, plans program training activities, conducts, coordinates, facilitates, and assists fire departments with regional training and certification processes. It recommends and develops training curricula and assists in establishing training priorities, recruits and develops instructors or presenters and evaluates program results and effectiveness for Colorado's fire departments who voluntarily comply with training and accreditation.This position will routinely work in all types of weather conditions and in highly elevated temperatures while conducting live-fire training. This position will work off of ladders, from high levels and on roofs. The position must be familiar with propane powered equipment and high pressure cylinders and calibration and maintenance of said equipment. The position will routinely wear firefighter structural protective clothing and a Self Contained Breathing Apparatus (SCBA) (Total approximately 70 pounds of equipment).Design and modify course content including production of training aids and evaluation tools.Develop lesson plans, goals and objectives, instructional content, audiovisual support materials, references, and evaluation procedures.Determining the maintenance needs of the training props and where to complete both minor and major repairs.AdministrationDevelop, deliver, and evaluate regional training programs and instructors. Assess training needs of fire departments, fire training associations and other public service organizations. Through regular contact: plan, assess, and identify training needs. Assess availability of resources and determine effectiveness of assigned training programs and projects.Position will work and contact regular government and emergency response organizations to include: local government agencies; fire department personnel; community college staff and professional trade organizations and groups.Maintenance and DeliveryDriving the large pick-up tow vehicle to transport fire training equipment throughout Colorado. Providing routine maintenance to the training equipment and working with the vendor or vendor approved repair to ensure the equipment is in a continual state of operational readiness. This position is responsible for scheduling both delivery of the equipment and maintenance of the equipment ensuring that the availability of the equipment is maximized.Determines the most efficient and safe means to deliver the training equipment, routes and placement of the equipment at the training site.Makes own travel arrangements.Needs AssessmentEnsure validity of training programs by: continuously analyzing and evaluating national, state, and local fire service practices; considering legal issues and court decisions; ascertaining citizen expectations; assessing social and economic changes; and interpreting emerging trends effecting fire service. Other duties as assigned to attain the Division and Section’s mission.Determines and implements the most effective way to accomplish daily and ongoing goals of the management section using the Division's mission with regard to these programs.Determines budget spending in areas of responsibility as well as assisting with budget allocation. Responsible for following all applicable fiscal rules and internal policies and procedures when making state purchases.Grant management Position oversees the technical aspects of DFPC grant requests including the grant applications, reviews, and reporting to ensure technical data is accurate and relevant. These grant programs include but are not limited to HMEP and NFA. Position serves as technical point of contact for the Fire Fighter Safety and Disease Prevention Grant as well as the Direct Distribution of PPE funding from HB22-01194 and SB22-002, administered by DFPC.

MINIMUM QUALIFICATIONS

MINIMUM QUALIFICATIONS (EDUCATION AND EXPERIENCE)Bachelor's degree from an accredited institution in any field of study and three (3) years of professional experience in fire service with focus on fire certification and training that included professional grant management experienceORAdvanced degree from an accredited institution in any field of study and two (2) years of professional experience in fire service with focus on fire certification and training that included professional grant management experience .ORSix (6) years of professional experience in fire service with focus on fire certification and training that included professional grant management experience.PREFERRED QUALIFICATIONS AND/OR SPECIAL QUALIFICATIONSPrior related experience with the State of Colorado.Prior grant management experience.Documented and proven experience in firefighting and training.Must posses or able to obtain within 1 year of employment Colorado Certified Fire Instructor I.Must posses or able to obtain within 1 year of employment Colorado State Certified Firefighter II.Must posses or able to obtain within 1 year of employment Colorado State Certified Hazardous Materials Awareness/Operations .Ability to work independently with minimal to no supervision.Availability for in-state, over-night, weekend, evening work and/or travel.CONDITIONS OF EMPLOYMENTCurrent valid driver's license at time of hire, and must obtain a Colorado-issued driver's license within 6 months of hire. Ability to operate motor vehicles and to travel 25% of the time throughout the state of Colorado in a variety of weather conditions.Applicant must be willing to be fingerprinted, successfully pass a polygraph, drug screen, and a medical physical exam as a condition of hire.Position must be able to pass a pre-employment medical physical based on NFPA 1582, Standard on Comprehensive Occupational Medical Program for Fire Departments.
