SUMMARY

The Refugee Resettlement Monitor (aka Program Analyst IV) will support the overall mission of the U.S. Refugee Admissions Program through the monitoring of Reception and Placement (R&P) Program activities provided by Resettlement Agencies and their local affiliates throughout the United States..

ESSENTIAL DUTIES AND RESPONSIBILITIES

Includes but is not limited to:

  • Reviews and analyzes reports, records, and directives, and confers with PRIM counterparts and supervisors to ensure accuracy of monitoring processes and products, for each task undertaken during the execution of contract deliverables.
  • Performs onsite monitoring visits.
  • Assesses data and information gathered in preparation, during, and after a monitoring visit relative to monitoring requirements.
  • Conducts interviews of both locally employed affiliate staff as well as recently arrived refugees, conducts onsite out-briefs with programs monitored to ensure understanding of findings and expected recommendations and follow-up.
  • Drafts written summaries and reports of all activities undertaken during monitoring trips while meeting scheduled deadlines at every step of the monitoring process to ensure timely delivery of PRIM feedback to the respective agencies monitored.
  • Supports PRIM Admissions domestic resettlement staff during its proposal review process to conduct analysis as requested, organizes logistics for panel review, and other related functions.
  • Provides feedback on proposals as members of review panels.
  • Provides support to the domestic resettlement team on an as-needed basis for special projects related to monitoring, compliance, and operations.
  • Develops and implements programs that align with the organization's mission and supports the organization's goals.
  • Coordinates events.

EDUCATION AND EXPERIENCE

  • Bachelor’s Degree in a related field.
  • . Substitution can be provided through the equivalent combination of education, technical training, and/or work experienc with advanced approval from the Government.
  • Minimum of two (2) years' of resettlement experience or resettlement program management experience.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Ability to obtain and maintain a Secret clearance
  • Must be a US citizen
  • Ability to prepare business and technical letters, reports, reviews, and documents for internal and external use.
  • Excellent verbal and written communication skills.
  • Display familiarity with U.S. refugee resettlement policies and programs and able to discern compliance with R&P Program requirements.

WORK ENVIRONMENT

  • Work is primarily performed in a climate-controlled office environment.
  • Travel is required for up to 2 weeks at a time, most travel occuring in one week. Trips will be remote when in-person monitoring is not possible.
  • Under the general direction of the Contracting Office Representative (COR), the PRM Admissions Domestic Resettlement Section Chief, and the Domestic Resettlement Grants Officer work closely with PRM to support the overall mission of the U.S. Refugee Admissions Program through the monitoring of Reception and Placement (R&P) Program activities provided by Resettlement Agencies and their local affiliates throughout the United States.
  • Cherokee Federal has suspended it’s COVID mandate. However, it’s important to note that Cherokee Federal employees are included as covered employees in U.S. Presidential Executive Order 14042, which mandates Covid vaccines for federal contractors. Executive Order 14042 is currently not subject to enforcement by the Federal government. Therefore, Cherokee Federal has suspended application of the mandate and continues to monitor the government’s guidance on administration of any vaccine requirement.
