Job description
Salary Grade: NC16 Salary Range : $52,875.00 to $92,531.00
Positions 60026846 & 60026854 will be filled from this posting. You only have to apply once to be considered for both positions.
This is administrative work in the review and evaluation of appraisals of property in the acquisition of Highway Right of Way. Employees are responsible for reviewing all appraisal reports within a geographical area of the state and evaluating the completeness, accuracy, and consistency of appraisals. Duties include assisting management in the evaluation of fee appraiser applications and periodically analyzing and rating fee appraiser’s quality of work, promptness of delivery and conformity of reports to departmental and appraisal contract standards. Work is guided by Federal and State laws, Agency policies and procedures and is performed under the general supervision of the Right of Way Appraiser.
Qualified Applicants must submit an application that clearly reflects work experience that demonstrates the following:
Experience interpreting data to assure that State and Federal regulations have been adhered to- Experience reviewing appraisals of staff and Fee Appraisers to assure that they have arrived at fair market value
- Experience communicating with other appraisers and the general public
- Experience in the staff development training process
- Experience with Microsoft Word, Excel and scanning software
- NC General Real Estate Appraiser certification
Considerable knowledge of the acquisition and disposition of real property. Considerable knowledge of state laws pertaining to real estate conveyances, easements, contracts, and eminent domain. Working knowledge of departmental policies and procedures. Working knowledge of state and federal tax laws as they apply to real estate transactions. Working knowledge of various appraisal methods. Skill understanding highway plans and construction methods, and ability to explain them orally and in writing to property owners. Ability to write clear, concise documented reports. Ability to interact with all levels of government, management, and general public. Ability to interpret legal documents related to real estate transactions. Experience preparing eminent domain appraisals in compliance with NCDOT requirements.
Bachelor’s degree from an appropriately accredited institution with a degree in Business, Economics, Real Estate or related field (i.e., Civil or Structural Engineering, Architecture) from an appropriated accredited institution and four years of experience in right of way or real estate appraisal work; or High school or General Educational Development (GED) diploma and eight years of experience in right of way or real estate appraisal work, including four years in right of way work; or an equivalent combination of education and experience.
Necessary Special Qualifications:
Certification as a N. C. State General or General/Residential Real Estate Appraiser
