Quality Control Manager

The Quality Control Manager reports to the Director of Quality Control.

Qualifications:

• Must possess current FAA mechanic certificate with both Airframe and Powerplant ratings.
• Six (6 ) months minimum experience in Silver Airways Tech Ops Department or one (1) year similar experience outside Silver Airways in a FAR 121 operation.

Summary:

• They are responsible for managing the quality control program and facilities that will ensure that Silver Airways aircraft are maintained in an airworthy condition as precribed by FARs, Company Manuels, Operations Specificatons and manufacturer's manuels as appropriate. They are to constantly monitor the work process to ensure that the highest degree of workmanship and compliance with all applicable manuels are adhered to.
• This position has designated/delegated safety risk acceptance authority and requires the applicable level of initial and recurring SMS training.

Responsibilites:

In addition to the above, they have the responsibility of assuring that the following corporate and regulatory requirements are adhered to:

• They must immediately notify the Director of Quality Control and all other appropriate personnel of any discrepancy, condition or irregularity that may affect the airworthiness of the Company's fleet. This notification process is not limited to the above and includes any condition that affects the overall efficiency and safety of the Company.
• The QC Manager is to keep abreast of changes in the industy that will enhance the overall effectiveness of the Company and report these with recommendations to the Director of Quality Control for consideration and implementation into the Company manuels as appropriate.
• They are to manage the weight and balance program for the Maintenance Depart and advise the DQC immediately of problems encountered doing so.
• They are responsible for the monitoring of those sections of the regulations delegated to them by the DQC, ie., calibration requirements, engine monitoring and any other and any other assigned duty for the entire airline system. The QCM must take the necessary action to correct any discrepancies noted.
• They are responsible evaluating and authroizing as delegated:
  • Ferry Permits
  • Functional Check Flights
  • RII Inspector
  • Deferred Extensions
  • Short Term Escalation
  • Airworthiness Release Persons
  • Functional Check Flight Person Authorization
• In the absence of the Director of Quality Control, the Manager of Quality Control shall assume all of the responsibilites and have the authority to direct any associated activity of the Directory of Quality Control. The authority is effective for any reference made to the duties of the DQC in any company manuel, however, this authority does not include the DQC's RII authorizations.
• The QCM is responsible for identifying and reporting possible safety risks in maintenace operations.
• The QCM has the authority to make decisions the affect the quality and safey of the maintenance operations.
• The Quality Control Manager will be appointed by the DQC. The Quality Control Manager must be FAA certificated, have sufficient quality control and Company procedural experience to make sound airworthiness decisions as a Quality Control representative and the DQC alternate.The Quality Control Manager should have the ability to interact with people throughout the maintenance organization.,
• The Quality Control Manager will review the Airworthiness Directive (AD) Database for new ADs every two (2) weeks. They will then notify the DQC, Director of Maintenance, and MOE of the new AD. When and AD is identified as effecitve to Silver Airways, the Quality Control Manager will add the AD to the Airworthiness Directive (AD) and compliance list (Form 5:02:010 for each affected airframe, engine, propeller, and/or component/appliance.
