Position Summary
Procures a variety of materials, supplies, equipment, and services necessary for the continuous operation of services for the City of Lewisville while staying in full compliance of all related state and local laws, policies, and procedures. Primary responsibility includes managing assigned portfolio of contracts with accuracy, attention to detail and in accordance with applicable law, policies, and procedures. Advises and assists internal departmental customers and external suppliers regarding purchasing problems and requirements, specifications, contracts and details of goods and services to be purchased.

Work Hours: *Monday to Thursday 7:30 AM - 5:30 PM, Friday 7:30 - 11:30 AM
Essential Functions
- Creates and routes approved contract templates for execution, retention, and compliance management.
- Develops, drafts, and prepares assigned formal bid invitations and requests for proposals.
- Performs procurement contract maintenance, extensions, renewals, limiting increases and price adjustments.
- Prepares bid tabulations and corresponding award documents.
- Process contract amendments and contract terminations in accordance with the controlling document, applicable law, and city directives.
- Assists with the administration of the City’s P-Card program.
- Assists with preparing annual application for Achievement of Excellence in Procurement award sponsored by the National Procurement Institute.
- Audits usage of City-wide copy machine program.
- Handles issuance and activation of cell phones, as well as monitors usage based on payment plans and prepared monthly reports.
- Acts as a lead and reviews, oversees, and provides training and interpretation of purchasing policies and procedures, software, and p-cards to City staff.
- Maintains purchasing records and prepares summary statistical and information reports.
- Performs research and analysis of products, services, supplies, suppliers, materials, and equipment and prepares reports and recommendations on purchasing of same.
- Assists the Purchasing Manager with the development of complex purchasing projects.
- Performs Buyer responsibilities as assigned to support the procurement activities of the Purchasing Division.
- Remains abreast of current market trends, process improvements, cost-saving initiatives, and procurement legislation.
- Perform other duties as assigned.
Minimum Qualifications
Education
- Bachelor’s Degree required.
- Every 2 years of related job experience may substitute for one year of the required education.
- *Licenses and Certifications
- Certified Professional Public Buyer (CPPB) designation, or the ability to obtain within two (2) years of being hired in this position.
- *Experience
- 3 - 5 years’ experience in procurement, contract administration, supply management or related field.
- Municipal purchasing experience preferred.
- *REQUIRED SKILLS & ABILITIES
- *Knowledge of:
- Knowledge of applicable state laws and City codes.
- Knowledge of vendor selection criteria and availability.
- Knowledge of various bid evaluation techniques.
- Knowledge of general office procedures.
- Knowledge of contracting techniques.

Skills
- Skilled in the use of personal computer and software programs including Microsoft Office Suite and/or Google Apps.
- Demonstrates strong interpersonal skills with ability and willingness to work effectively with others.
Special Requirements
- Must submit to and pass a pre-employment drug test.
- Must possess a valid State of Texas Driver’s License Class “C” and good driving record as defined by City policy.
