Competitive Hiring Range of:
$4,457 - $5,490 a month.

This position can work fully remotely from anywhere in the State of Colorado.
**Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.**

Description of Job

As the Finance Procurement Specialist, you will work in the Procurement Division to:


  • Enhance the quality and consistency of purchasing documents, solicitations, and contracts issued by the Department.

  • Follow Department/State procurement rules, regulations, and best practices, to perform technical writing to draft purchase orders (POs), contractual agreements, including contract amendments, interagency agreements, memorandum of understandings, revenue agreements, and other approved contracting vehicles.
  • Perform procedural business processes required to execute the POs and contracts.
  • Negotiates scope, risk, and terms.
  • Oversee the solicitation process (RFP, DQ, IFB, sole source, and IT Staff Augmentation) to include drafting statement of work specifications, publishing solicitations, responding to external inquiries, managing public solicitation openings, overseeing evaluations, and preparing the awards.
  • Reviews Departmental contracts for compliance with state laws, rules, and contracting standards to ensure that contracts protect the interests of the Department.
  • Complete risk assessments of each contract action, and if necessary, submits the contract to State Central Approvers (Attorney General’s Office, Governor’s Office of Information Technology and State Controller’s Office) for final execution.
  • Responds to emergency and other non-routine procurements and assists Department staff with proper resolution.
  • Mediates contractor and end user complaints.

  • Track and monitor project deliverables and milestone activities in order to meet project deadlines.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights


  • Bachelor's Degree degree from an accredited institution in a field of study related to the work assignment
  • Two years of professional experience in an occupational field related to the work assigned to the position
PREFERRED QUALIFICATIONS
  • Prior state experience related to the duties of this position
  • Legal knowledge or experience
  • State government experience, preferably in procurement
  • CPPB or CPPO
  • J.D.
  • Technical, government, or contractual writing experience
Substitutions:
  • Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.
  • Additional appropriate education will substitute for the required experience on a year-for-year basis.

DEFINITION OF PROFESSIONAL EXPERIENCE:
Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.

CONDITIONS OF EMPLOYMENT
  • All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.
