Position Objective:

The Director of Public Works is a Department Head position reporting directly to the Borough Manager and is responsible for the day to day operation, supervision, and management of the Borough’s stormwater management system, parks, MS4 program, road maintenance, and the general maintenance of all buildings and grounds for Manheim Borough. This position is responsible for the supervision of all public works functions and oversight of public works vehicle and equipment maintenance.

Under the direction of the Borough Manager, the Director of Public Works establishes and maintains goals and objectives as they relate to day-to-day stormwater, MS4, parks, and roadways facilities; maintenance of the Public Works Department vehicles and equipment; emergency response for snow and ice removal, flood, and severe weather mitigation; and other areas related to municipal public works.

Essential Duties and Responsibilities:

Manages and schedules the activities of all Public Works Department staff on a daily, weekly, monthly, and seasonal basis; ensures coordination of activities; determines work procedures, prepares works schedules, and expedites workflow.

Directs and oversees street, sidewalk, parks, and stormwater maintenance and construction programs.

Reports to and advises the Borough Manager and elected officials on public works projects and activities.

Evaluate employee performance in accordance with job descriptions, department goals, operations, and employee evaluation methods as outlined in personnel policies; coordinate written employee evaluations with the management team. Performs training, counseling, and disciplining of department personnel in consultation with Borough Manager; meets frequently with the staff to solve more complex problems; sets priorities and deadlines; and provides guidance and direction.

Makes field inspections of public works projects to review progress and ensure completion.

Addresses complaints; investigates and recommends actions; coordinates projects with other departments; attends Borough Council and committee meetings when directed by the Borough Manager.

Prepares and reviews departmental operating budget and monitors expenditures.

Ensures that proper records are maintained regarding department operations.

Monitors and implements changes in regulations regarding storm water, safety, and other related issues.

Performs professional, technical, and administrative work planning, organizing, and directing a variety of public works activities including street maintenance and repair; storm water management facilities; MS4 compliance; and equipment service, maintenance, and repair.

Monitors a variety of contracted work.

Develops, recommends, implements, and updates standard operating procedures to economize operations in the repair and maintenance of all borough facilities while increasing productivity.

Oversees loss control and prevention, safety programs, and organizational training and cross-training to increase technical skills and knowledge to result in increased productivity and performance. Maintain a safe and orderly work environment for all Public Works employees; monitor risk assessment and make modifications as required.

Oversees the Borough MS4 and stormwater management programs.

Performs all tasks of the public works department crew members.

Performs other duties as assigned by the Borough Manager.

Required Knowledge, Skills, Abilities:

· Thorough knowledge of the principles and practices of public works administration, planning, and construction. Knowledge of the methods, materials, and equipment used in public works operations.

· Thorough knowledge of applicable Borough policies, state, and federal laws and regulations.

· Thorough knowledge of the equipment and materials used in the construction, maintenance and repair of stormwater systems, parks, and streets.

· Knowledge of governmental budgeting and purchasing practices.

· Ability to prepare detailed records and reports.

· Ability to organize, direct, coordinate, and supervise the activities of the Public Works Department, including long term planning.

· Ability to maintain effective working relationships with Borough employees, elected officials, other public officials, contractors, and the general public.

· Ability to work independently, meet deadlines, multi-task, and solve problems with minimal supervision.

· Ability to present ideas effectively in oral and written form.

Essential Physical Requirements:

The physical demands are those encountered while performing the listed essential functions. The employee is regularly required to sit; use hands to handle or operate objects, tools, or keyboards; hear and read; and speak clearly, intelligibly, and understandably. The employee is frequently required to drive a vehicle, including pickup trucks, dump trucks, and other equipment, stand, walk, climb steps, and reach with hands and arms. The employee must frequently move, turn, lift, and occasionally carry objects weighing up to approximately 75 pounds. Specific vision abilities required by this job include close vision, distance vision, and depth perception. Ability to perform light and heavy physical labor, lifting, and indoor and outdoor work as consistent with the operations of the Public Works Department.

Education and Experience:

High School graduate or equivalent; relevant vocational training and experience highly preferred.

Municipal public works or construction management experience preferred.

Other combinations of experience and education that meet the minimum requirements may be substituted.

Special Requirements:

A valid Pennsylvania motor vehicle operator’s license.

Supervision of Others: Public Works Department staff.

This is a 40 hour/week, hourly position, with the possibility of overtime when needed and approved. A full and comprehensive benefit package is included (health, dental, vision, pension). Anticipated starting hourly wage will be $32.00 - $35.00 per hour depending on experience and qualifications. Six month probationary period applies to this position.
