The Weld County Assessor’s Office is looking for someone with a can-do, positive attitude to join our team and provide excellent customer service as our Public Information Technician. We are a tight-knit team of honest and trustworthy people, and want you to join us as we find the best way to get the job done while interacting with the public in a variety of ways. This position provides information to the public via the phone and in person concerning assessment data, appraisal data, the Assessor web page, and navigation of the property portal. Interact with the public to schedule protest hearings, explain the valuation process, and explain appeal procedures. Work closely with the Public Information Supervisor IV to approve, enter, and review Senior Property Tax Exemption applications. Perform a variety of duties related to the maintenance of parcel records including entering building permits, changing mailing addresses, processing returned mail, and scanning documents. Monitor and respond to email received in the general Assessor mailbox.

SUPERVISION RECEIVED

Works under the direct supervision of the Senior Public Information Specialist and the Assessment Coordinator.

$20.37 - $25.77 per hour plus benefits (see benefits tab on the job posting). The position will normally start at $20.37 per hour.

As an applicant for this position, you should be aware of Senate Bill 19-085, the Equal Pay for Equal Work Act. The act requires employers to announce the pay range for job openings. This range encompasses the nine pay steps available should you receive the position and demonstrate satisfactory performance over time.

Essential Duties and Responsibilities

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. In addition, an individual must be able to perform the county-wide Core Competencies. Additional duties will be assigned depending on the project or the need.

Thoroughly and accurately respond to taxpayer questions and requests for information concerning real and personal property assessment, mobile homes, parcel maps, exemptions, deferrals, taxes and other general information.

Provide procedural support for taxpayer questions regarding the webpage.

Work quickly and accurately on special projects as assigned.

Accurately scan all types of documents and create and maintain the electronic filing system of the documents.

Quickly and accurately update building permit information on correct accounts.

Provide polite, courteous, professional service.

Interact with the public to schedule protest hearings and explain appeal procedures.

Operate a variety of office equipment including personal computers, scanners, copiers, calculators and telephones.

Collect fees according to standards of the office and follow established cash management procedures.

Communicate effectively in verbal and written form with administrative staff, appraisal staff, supervisors and managers.

Establish and maintain effective working relationships with supervisor, other employees, governmental agencies, professional, and the public.

Monitor workload, work in an efficient and organized manner and meet deadlines and goals.

Monitor current procedures and offer suggestions and ideas for ways to improve the processes.

Individual performance goals will be established during performance reviews and must be completed satisfactorily. Additional duties may be assigned as determined by management depending on the project or the office requirements.

Qualifications

MINIMUM REQUIREMENTS

Education:

High School diploma or equivalent.

Required Experience:

Two years increasingly responsible experience in an office environment or any equivalent combination of education and experience which provides the required skills, knowledge and ability, subject to the approval of the Assessor.

Required Skills, Knowledge and Abilities:

Experience in working with Microsoft Excel and Word required.

Considerable knowledge of spelling, punctuation and grammar, office practices and procedures required.

Experience in the operation of office equipment, including personal computer, calculator, telephone and scanner required.

Excellent computer skills – knowledge of Word, Excel, Access and Outlook

Ability to learn and use custom mass appraisal software

Ability to learn and use property tax laws and statutes

Ability to work in an ever-changing work environment

Excellent customer service and people skills

Excellent verbal and written communication skills

Ability to locate property by address, legal description and map

Ability to logically reason through a problem

Ability to work under deadline pressure in an environment of increasing workloads

Ability to read plat maps, GIS parcel maps, and building permits in order to identify property and buildings accurately

Knowledge of basic math skills

Ability to accept direction from the Senior Public Information Specialist and the Assessment Coordinator.

Other Necessary Requirements

Physical Requirements: Each field staff member must by physically able to operate a variety of equipment including computers, calculators, adding machines, facsimile machines, tape measures, cameras, drafting instruments. Requires the ability to exert up to twenty pounds of force occasionally and up to ten pounds of force frequently. Physical demand requirements are in excess of those for Sedentary Work. Requires the ability to maintain body equilibrium when bending, stooping, crouching, climbing, reaching and/or stretching arms, legs or other parts of the body and to physically maneuver over and/or upon varying terrain, surfaces or structures.

Data Conception: Requires the ability to compare and/or judge the readily observable, functional, structural or composite characteristics (whether similar or divergent from obvious standards) of data, people or things.

Interpersonal Communications: Requires the ability of speaking and/or signaling people to convey or exchange information. Includes receiving instructions, assignments or directions from superiors, and carrying those instructions out to a satisfactory conclusion.

Language Ability: Requires the ability to read a variety of reports, correspondence, forms, deeds, blueprints, financial statements, statutes, sales information, manuals, maps, sketches. Requires the ability to prepare correspondence, reports, forms, sketches, worksheets, and questionnaires using prescribed formats. Requires the ability to speak to people with poise, voice control and confidence.
