The City of Pasadena - Public Health Department is looking for energetic, detailed oriented, and compassionate Public Health Nurse (City Temporary Worker) to provide professional nursing care and public health services, including instruction and counseling to individuals and families in a variety of settings.
The Ideal Candidate is passionate, energetic and possesses excellent communication skills with a high degree of compassion. The successful candidate will thrive on complete patient care, and will collaborate and consult within multidisciplinary teams to establish a comprehensive care plan to address patient's current and future medical and psychosocial needs, identify and mitigate factors impeding overall wellness and stability, and to establish, monitor and assist each patient in meeting their medical and/or personal goals to improve quality of life. Must have flexibility in work scheduling.

For over 125 years, the Pasadena Public Health Department has been responsible for helping protect, maintain and improve the health of the Pasadena community. The City of Pasadena is one of only three cities in the State of California that maintains its own independent local health jurisdiction with responsibility for a wide variety of services that support the three core public health functions of assessment, policy development and assurance.

Provides a variety of nursing services in homes or clinic settings to patients and their families; recognizes multi-cultural practices and beliefs, and is sensitive to their impact on health care, promotion and maintenance; identifies and evaluates barriers to provision of services, such as language, literacy, immigration status, transportation, financial status, age, mental status, and lack of support systems; takes appropriate steps to mitigate their impact.- Conducts physical assessments; administers prescribed treatment and dispenses medication; performs diagnostic tests; reviews and interprets laboratory findings and follows up in accordance with standardized procedures and protocols.
- Assesses, plans, counsels, teaches and demonstrates nursing care to patients, family members or care providers; assists individuals and families in understanding and carrying out medical recommendations and in making necessary adjustments to the treatment regimen.
- Acquires and maintains knowledge of federal, state and local health laws, regulations, policies, procedures and protocols; informs and interprets applicable rules and program requirements to patients, other individuals or groups; explains and obtains required consents for treatment and tests; explains patient's rights and acts as patient advocate in obtaining needed services and treatment.
- Conducts epidemiological investigations of communicable diseases; tracks outbreaks, collects specimens, and provides instruction and counseling on treatment and prevention; coordinates information between the public health laboratory and environmental services, private physicians, employers, and other affected individuals and/or groups.
- Provides input into the development, revision and implementation of protocols, policies and standard procedures and to the identification of program goals, objectives and changes.
- Prepares accurate records, charts, case files, legal documents and reports.
- Responds to and researches inquiries from patients, the public and other health care providers to explain program services offered; relays and interprets test results, makes referrals, and coordinates care; prepares teaching aids, delivers lectures and performs demonstrations.
- Performs in a lead worker role to orient/train other public health employees, student nurses and volunteers; may be assigned as acting supervisor or clinic manager and on those occasions is responsible for providing direction and assigning work to other units or clinic staff.

COMPETENCIES

- Must have a Bachelor's degree in Nursing
- A valid Public Health Nurse (PHN) certificate issued by the State of California Department of is required
- A valid Registered Nurse (RN) license issued by the California Board of Registered Nursing is required.
- Bilingual in English/Spanish highly desirable.
EXAMINATION
Applicants who appear best qualified based on their application and supplemental application submitted will be invited to any combination of written, performance or oral appraisal to further evaluate their job-related experience, education, knowledge, skills and abilities.

There is currently one temporary assignment in the Public Health Department which may be filled as a result of this examination process.

Must have possession of or ability to obtain a Class C California driver's license, access to a car and proof of automobile insurance at time of appointment and as a condition of continued employment in addition to the above mentioned required licensing.
As of September 3, 2021, anyone hired with the City of Pasadena must be fully vaccinated for COVID-19 before starting work. As of March 1, 2022 anyone hired in the Pasadena Public Health Department must have received their booster dose as well before starting work. The City encourages applicants to get a free vaccination at a place of their choice or at walk-in clinics in Pasadena. A candidate’s vaccination status will be reviewed as part of the post-offer pre-employment physical examination. Exemptions to the mandatory vaccination policy may be available for a medical disability, or sincerely held religious belief.
Effective January 1, 2013, new members to CalPERS or an agency with CALPERS' reciprocity or who have more than a six month break in service between employment in a CalPERS (or reciprocal) agency will be subject to the provisions of the Public Employees' Pension Reform Act of 2013 (PEPRA) and will receive the 2% @ 62 benefit formula.
Employees who are current members of CalPERS or an agency with CalPERS' reciprocity, or who have less than a six month break in service between employment in a CalPERS (or reciprocal) agency and employment with the City will be enrolled in the 2.5% @ 55 benefit formula.
All employees are required to pay the full employee contribution to CalPERS.
