Boeing's Space & Launch team is seeking a Senior Project Management Specialist (Level 4 or 5) to serve as a Proposal Lead for the Space Launch System (SLS) program in New Orleans, LA (Michoud Assembly Facility) or Titusville, FL (Kennedy Space Center).
This position will be part of the Program Integration team, where you will lead the planning, development, coordination, and communication with all required functions and stakeholders for the on-time delivery of proposals to NASA. You may also lead special projects at NASA’s Michoud Assembly Facility (MAF) and/or Kennedy Space Center (KSC) where we manufacture/launch the core stage and exploration upper stage vehicles.
Position Responsibilities:
Integrate with customer, technical, and program counterparts to develop, manage and offer new business opportunities and contractual changes to a large development and production program
Engage with senior decision makers on gaining concurrence for proposal activities
Lead a diverse team of experts to generate competitive and realistic solutions in support of NASA requests
Responsible for RFP/RFI analysis and executing the proposal development process across the proposal lifecycle ensuring technical, schedule, and cost continuity within the proposal response
Leads others and directs all phases of assigned cross-organizational or business unit projects demonstrating proficiency in all project management areas in accordance with accepted project management standards in the industry (e.g., PMI, Project Management Body of Knowledge [PMBOK], ANSI, and ISO standards)
Ensures assigned individuals are executing the identified and assigned tasks and providing appropriate tracking and reporting per plan
Provides in-depth analysis of projects, culminating with lessons learned and historical reports for incorporation into future project plans
Develops solutions to complex problems that require ingenuity and innovation
Identifies key program level horizontal and vertical integration interfaces between major activities, teams, suppliers, partners and customers
Leads Risk, Issue, and Opportunity (RIO) identification and generation of mitigation/capture plans
Identifies issues and facilitates resolution in an expeditious manner
Implements the Program Management Best Practices (PMBP) and works to improve project management processes and business systems
Leads special projects ensuring project control systems are in place and integrates project data for decision makers
Attention to detail and good written/verbal skills to communicate project status to customers, translate customer requirements into contract actions, and ensure well written integration of proposal deliverables
This position is hybrid. This means that the selected candidate will be required to perform some work onsite at one of the listed location options. This is at the hiring team’s discretion and could potentially change in the future.
The position must meet Export Control compliance requirements, therefore a “US Person” as defined by 22 C.F.R. § 120.15 is required. “US Person” includes US Citizen, lawful permanent resident, refugee, or asylee.
This position requires the ability to obtain access to a National Aeronautics and Space Administration (NASA) facility.
Basic Qualifications (Required Skills & Experience:
5+ years of experience with program management, project management and/or business operations
1+ years of experience developing technical project execution plans and schedules
1+ years of experience in preparing and presenting executive level briefings
Experience supporting defense acquisition and proposal development
Experience with Microsoft Office suite including Word, Excel, PowerPoint and Project
Preferred Qualifications (Desired Skills/Experience):
5+ years interfacing directly with external customers
Experience leading Risk, Issue, and Opportunity Development & Management Plans
Experience with Milestones Professional software
Typical Education & Experience:
(Lead level 4)
Bachelor's degree and typically 10 or more years’ related work experience, a Master’s degree and typically 8 or more years’ related work experience or an equivalent combination of education and experience.

Education/experience typically acquired through advanced education (e.g. Bachelor) and typically 15 or more years' related work experience or an equivalent combination of education and experience (e.g. Master+13 years' related work experience, 19 years' related work experience, etc.).

Summary pay range: $107,950 – $146,050
