Project Technician - Richardson, TX
Halff has an opening for a Project Technician at our Richardson, TX location.
Project Technician Job Duties:
Proposal & Misc.
  • Search out RFQs and coordinate with BD or Marketing teams
  • Field initial client calls for small projects and pass along information to PM to write Proposal scope
  • Open P numbers
  • Engage Subconsultants, as needed:
    • Geotechnical Engineer
    • Wetlands
    • Environmental
    • Landscape Architect
    • Architect
    • Urban Forester
    • Traffic Engineer
    • Right of Way
    • Electrical Engineer
    • Construction Materials Testing
  • Edit small project Proposals for issuance to client
  • Track open Proposals and follow up with client
  • Coordinate execution of Proposal
  • Create AVO based on phases in executed Halff proposal, create Project Wizard
  • Complete Certificate of Insurance request forms and coordinate with Halff corporate
  • Prepare Subconsultant agreements and coordinate execution of same
  • Setup and maintain job folders
  • Maintain an up-to-date Standard Form library and distribute to staff as needed
  • Assist with client invoices
Non-Design/Permitting
  • Perform due diligence:
    • Document governing jurisdiction permitting requirements
    • Coordinate One-Call utility locates
    • Work with PM to determine potential development issues
    • Collect misc. data (aerials, deeds, legal descriptions, past reports, wetlands, title commitments, restrictive covenants, development regs, easements, HOA, etc.)
    • Make initial contact with franchise utilities
  • Schedule meetings with local agencies, client, franchise utilities, subconsultants, etc.
  • Fill out permit applications, obtain and notarize signatures, obtain client checks for fees, submit to agency, follow up, coordinate re-submittals, and receive/distribute issued permits
  • Coordinate and make submittals for planning and zoning entitlements (re-zoning apps, conditional use permits, variances, annexations, developer agreements, plats, lot splits, re-plats, etc.)
  • Prepare advertisements for permit notifications, if required
  • Edit letters and reports for formatting, grammar, and adherence to Halff’s style guide
Design
  • Be the point person for all documents; receive from staff – edit, submit, track, and file
  • Keep up with Project Timelines/Deadlines and coordinate with PM
  • Prepare, submit, and coordinate Utility availability letters
  • Franchise (Dry) Utility coordination for needed easements, R/W, relocations, etc.
  • Coordinate and make engineering submittals to jurisdictional agencies for development permits
  • Receive agency comment letters and prepare responses from comments by PM
  • Coordinate with subconsultants for their work product needed for submittals (environmental, architectural, landscape, geotechnical, traffic, electrical, etc.)
  • Schedule and attend project meetings. Take meeting minutes and distribute to parties
  • Receive subconsultant invoices, code to correct AVO and phase, verify the work was done, verify within budget, submit to PM for approval, and send to Halff Payables
  • Perform plotter/copy scanning and printing required for submittal packages
  • Coordinate local deliveries and express shipping
Bidding
  • Prepare Advertisement for Bids
  • Issue Plans and Specifications for Bidding, track revision updates, and issue addendums
  • Coordinate Pre-Bid meeting, attend, and take minutes
  • Field and coordinate contractor RFI’s
  • Prepare Bid Tab
  • Enter cost data into Halff’s cost opinion database
  • Coordinate execution of construction contract, including bonds and insurance certs
Construction
  • Coordinate Pre-Construction meetings, attend, and take minutes
  • Coordinate and submit NOI for SW3P
  • Coordinate and issue Notice to Proceed
  • Process Contractor pay applications
  • Coordinate and issue Change Orders
  • Format RFI’s for PM responses, edit, and submit to Contractor
  • Coordinate inspection reports and final inspection Punch List from CO’s notes
  • Coordinate adverse weather days calcs
  • Coordinate Electronic Data Transfer Agreements for CAD files
  • Coordinate and schedule Final Inspections
  • Coordinate As-Builts/Record Drawings with PM and submit to jurisdictional agencies
  • Coordinate closeout of all permits, including document collection (CMT reports, water/sewer testing reports, inspection reports, SW3P NOT’s, etc.)
  • Request certification of completion from local jurisdiction
  • Coordinate issuance of Substantial Completion document
  • Track warranty period; coordinate final warranty
