Project Manager (PM)/Contract Maintenance Manager (CMM)
Job description
JOB SUMMARY:
The PM/CMM shall be an employee of the prime contractor who is responsible for the performance of all operation & maintenance work and has overall responsibility for all work on-site on behalf of the contractor and shall not be dual hatted. The PM/CMM or alternate shall have full authority to act for the contractor on all task order matters relating to daily operation of this task order at Walter Reed National Military Medical Center (WRNMMC).
RESPONSIBILITIES AND DUTIES:
- Duty Hours: The Contract Maintenance Manager (CMM) or alternate shall be on-site during first shift, Monday through Friday (excluding holidays) (typically 0700 to 1530) to meet on the installation with government personnel (designated by the contracting officer) to discuss problem areas. After normal duty hours, the CMM or alternate shall respond to the MTF for situations requiring their presence on- site within one hour.
- PM/CMM or designated alternate(s) shall be reachable and responsible to answer their appropriate/designated cell phone 24/7/365 when contacted by the Facility Manager (FM), COR, or designated Facility Management Staff
- Whenever contacted regarding an emergency situation, the PM/CMM shall immediately provide guidance to contractor personnel and then contact the COR and FM Project Manager/Contractor Maintenance Manager Absence.
- The PM/CMM shall notify the Contracting Officer Representative (COR), and/or the Director, Facility Services, of planned or unplanned absences of one workday or more.
- If the Project Manager is absent from normal shift due to unexpected illness or emergency, the COR will be notified verbally within the first hour of the shift.
- The PM/CMM shall provide the name of the alternate/acting PM/CMM who shall be performing PM/CMM duties during the absence.
- The PM/CMM shall develop monthly reporting documentation and metrics for the COR that identifies compliance with the minimum 95% completion rates for preventive maintenance (PM) expectations, preliminary/draft monthly reimbursable, areas where the contractor seeks operational improvements/betterments, monthly Quality Control (QC) over complete PM work, and other criteria identified by the Government's Quality Assurance Surveillance Program (QASP).
- Direct and develop associates to produce professional results and meet account specifications
- Apply knowledge of Quality Control concepts, principles, methods, practices, and processes
- Maintain effective communication with the customer regarding work schedules and services being delivered
- Develop, Coordinate, and Manage work schedules and work flow
- Evaluate and justify supplies, equipment and purchases as necessary
- Ensures the facility under his/her responsibility is safe and complies with all federal, state and local laws
- Implement human resource policies and practices, including the development of associates for promotional opportunities
- Create an environment that encourages teamwork, innovation and a strong commitment to client satisfaction
- Work within budgeted guidelines regarding labor costs, supplies and other expenses
- Demonstrate high energy, mobility, initiative, and drive to enhance operations and achieve financial success
- The Contract Maintenance Manager shall be technically qualified in the field of Healthcare Facilities Maintenance Management and shall have, as a minimum, five (5) years' experience in medical/health care (bedded-inpatient) facility operations and maintenance, including the supervision of a diversified work force responsible for 24-hour (24/7/365) operations, maintenance and repair of medical facility systems.
- The CMM shall also have working experience with NFPA, EPA, TJC, OSHA codes and standards.
- The CMM shall have at least five (5) years' experience with The Joint Commission compliance (maintenance and documentation [including all DMLSS work requests and all supporting testing/certification/verification (in-house or subcontracted) documentation] requirements for Environment of Care (EOC) and Life Safety (LS) compliance) as required for healthcare facilities.
- An American Society for Healthcare Engineering (ASHE) Certified Healthcare Facility Manager (CHFM) certification for the CMM is required. The CMM shall be able to read, write, speak, and understand English.
- Previous WRNMMC experience as a PM/CMM preferred DOD Medical Treatment Facility PM/CMM experience preferred
