RT&T, a joint venture of InDyne, Inc. and Amentum Services, Inc. is the prime contractor to support the Atlantic Range Technical Support Services (ARTSS) for the Naval Air Warfare Center Aircraft Division (NAWCAD) headquartered in Patuxent River, MD, and with locations in Maryland, Virginia, and California.

ARTSS supports Atlantic Test Ranges (ATR) and Atlantic Targets and Marine Operations (ATMO) in research and development, engineering, maintenance, operation, support of facilities, systems, and equipment in order to meet the engineering development and operational testing and fleet training missions for some of the world’s premier systems. Background Information:

The Project Manager will report directly to the ISS Force Protection Site Security System (FPS3) Program Manager. This position will perform responsibilities at Joint Base Andrews AFB, Maryland, but may require the selected candidates to travel to InDyne, Inc. offices in Crestview, Florida, or other program related installations

This position will be responsible for cost, schedule and performance aspects of design, installation, project coordination, system acceptance testing, and activation and turnover to the Government customer upon successful completion of installation of Electronic Security System (ESS) upgrades to existing Presidential Aircraft Hangars 19 and 20, and ESS installation in the new Presidential Aircraft Hangar 21, currently under Military Construction (MILCON).

Requirements include preparing and meeting government submittal suspense dates relating to the project, preparing for, and leading weekly Integrated Product Team meetings with the Government customer, and participating in quarterly Program Management Reviews. The PM will prepare reports for the FPS3 Program Manager. Candidate will ensure installation technicians are trained in the safe operations of the system. The PM will be InDyne’s daily interface with the government client, including the Government Program Office, AFDW, and local installation end-users. The PM will be familiar with a variety of the field's concepts, practices, and procedures, and rely on extensive experience and judgment to plan and accomplish goals.

Educational/Training Requirements:

  • Must have a Bachelor Degree in a technical or business field, with seven years’ applicable experience in project/program management or a related area. Applicable experience may be substituted for degree.

Essential Duties and Responsibilities:

  • Responsible for the entire life cycle of security system installations for a project: system design, cost estimating, planning, programming, budgeting, site mobilization, demolition, execution, and installation testing and acceptance, certification, and demobilization.
  • Job functions include, but not limited to initial security system design, conducting/participating in site surveys, cost analysis/Rough-Order-of-Magnitude (ROM)/Engineering Change Proposal (ECP) document preparation, conducting/participating in design review meetings and Program Management Reviews (PMRs), formulating logistical details and developing/reviewing configured design drawings.
  • Directs the activities of various skilled and unskilled personnel to meet life cycle requirements, maintains accurate cost accountability records during the entire system cycle, prepares/presents detailed briefings to customers, monitors system installations and test and turnover phases, and prepares final project reports.
  • Maintains day-to-day contact with customers and the FPS3 Program Manager and ISS Division leadership team.
  • Responsibilities include supporting contract/ financial management reporting and analysis requirements and Microsoft Project schedules

Required Skills/Experience:

  • Must possess/maintain high standards of leadership, stewardship, and technical proficiency in the specialized area of expertise.
  • Strong written and oral communication skills are a plus. Must have strong knowledge of the entire Microsoft Office® Suite, particularly Word®, Excel®, PowerPoint®, Project® and Outlook®.
  • Preferred qualifications include a Bachelor of Science in a related field, ITIL and PMP certifications and/or a working knowledge of the Unified Facilities Guide Specifications (UFGS), and Construction Quality Management-Contractor (CQM) certification. Successful completion of DoD projects is a plus.

Work Environment:

  • Work assignments can be both indoor and outdoor under various environmental conditions.
  • Will be required to maintain a full-time presence at the work installation location.

  • Must be able to walk, sit, lift, pull or carry items of weight and size commensurate with job requirements.
